National Specialist on Watershed Governance - Brazil

The National Specialist (Brazil) on Watershed Governance will provide technical assistance to strengthen the governance of Integrated Water Resources Management (IWRM) in the Merín Lagoon Basin, contributing to institutional and binational coordination between Brazil and Uruguay.
The assignment will particularly support the strengthening of the Brazil-Uruguay Joint Commission for the Development of the Merín Lagoon Basin (CLM, for its acronym in Spanish) and its institutional coordination, stakeholder participation, planning, and binational cooperation mechanisms.
The Specialist will also contribute to the design of a Strategic Action Programme (SAP), the Merín Lagoon Project’s main strategic policy instrument, which will guide the future cooperation agenda between Brazil and Uruguay for the integrated and sustainable management of water resources in the basin.

About the Project
The Merín Lagoon Project promotes binational cooperation between Brazil and Uruguay for the integrated and sustainable management of water resources in the Merín Lagoon Basin and Coastal Lagoons. Funded by the Global Environment Facility (GEF), implemented by Brazil’s Ministry of Integration and Regional Development (MIDR) and Uruguay’s Ministry of Environment (MA/Dinagua), with the technical support of the Food and Agriculture Organization of the United Nations (FAO), the project aims to strengthen institutional and technical capacities, promote sustainable water use, support ecosystem conservation and climate change adaptation, and advance coordinated action through the development of a Transboundary Diagnostic Analysis (TDA), a Strategic Action Programme (SAP), and pilot initiatives across the basin.
