Its actions have responded to the Environmental Plans of the Central American Region (PARCA); The first was adopted in 1999 for the period 2000-2004, and was aimed at operationalizing the Central American Alliance for Sustainable Development (ALIDES) and beginning the consolidation of CCAD as a whole. PARCA II covered the period 2005-2009 and proposed an approach focused on the development of instruments for environmental management and the establishment of regional cross-sector alliances. PARCA III 2010-2014, focused on environmental governance. Since its validity ended, the Council of Ministers agreed to formulate a Regional Environmental Strategy valid for 2015-2020.
