GEF IW:LEARN (International Waters Learning Exchange and Resource Network) is the Global Environment Facility’s (GEF) flagship knowledge management and learning platform for its International Waters (IW) focal area.
For over two decades, IW:LEARN has helped shape a stronger, smarter GEF IW portfolio, curating insights from over 500 projects and engaging thousands of stakeholders across sectors.
Today, it plays a vital role in supporting global environmental targets, from SDG 6 and 14 to the goals of the GEF’s latest programming strategies.

IW:LEARN runs in cycles and is currently in its 5th phase, from 2022 to 2026, also known as IW:LEARN 5.

The mission of IW:LEARN is to facilitate knowledge exchange, foster collaboration, and provide resources that empower stakeholders within the GEF IW focal area, strengthening the impact of the GEF IW portfolio.
IW:LEARN envisions becoming the globally recognized and trusted platform that catalyzes positive change in transboundary water management by promoting collaboration, innovation, and experience sharing among stakeholders within the GEF International Waters and beyond.

History
Phase V
Current phase: Expanding on proven approaches while introducing innovation to align with GEF-7 and GEF-8 strategies. It includes stronger engagement with SIDS, focus on the Blue Economy, climate resilience, and integrated ridge-to-reef resource management. IW:LEARN remains a cornerstone in supporting GEF IW projects’ long-term success and visibility.
Phase IV
IW:LEARN evolved into a global hub for transboundary water knowledge, supporting broader GEF and non-GEF partners. It emphasized long-term sustainability, integration with global frameworks, and helping projects link to international dialogues. The phase harnessed two decades of experience to scale up results and institutional learning.
Phase III
This phase refined and scaled up IW:LEARN’s activities, solidifying it as the learning engine of the GEF IW portfolio. With renewed project support and coordination tools, IW:LEARN focused on fostering cross-project learning and improved sustainability of IW outcomes.
CTI IW:LEARN
Focusing on Asia-Pacific and Small Island Developing States (SIDS), this phase emphasized oceans, coasts, and islands through the Asia Pacific Coral Triangle Initiative. It linked learning to major global conferences and worked closely with six regional governments (Indonesia, Malasya, Papua New Guinea, Philippines, Solomon Islands, Timor-Leste). The project helped address marine governance, climate impacts, and cross-sector knowledge exchange.
Operational Phase
Pilot Phase launched
Launched in 2000, IW:LEARN’s pilot phase focused on testing knowledge management tools and distance learning to support GEF IW projects. It introduced a Distance Masters programme, regional info-sharing tools, and the first GEF IW Conference (IWC). Key achievements included blended learning pilots, inter-project dialogues, and ICT tools to improve transboundary cooperation.

GEF International Waters
GEF International Waters (IW) is a funding focal area of the Global Environment Facility, supporting countries in the sustainable management of shared water systems — including rivers, lakes, aquifers, and oceans.
By promoting regional cooperation, GEF IW helps address critical issues like pollution, overfishing, and water scarcity, while protecting ecosystems and improving livelihoods across borders.
Since its launch, GEF IW has supported over 300 projects in 170+ countries, fostering collaboration for a healthier, more sustainable planet.
