Organisational Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading globalenvironmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in the Barcelona Convention Secretariat, Mediterranean Action Plan Coordinating Unit of the Ecosystems Division, at the Athens duty station.
Under the overall guidance of the Coordinator and the direct supervision of the Deputy Coordinator, the incumbent will lead the execution, management, monitoring and evaluation of the 'Mediterranean Sea Programme (MedProgramme): Enhancing Environment Security', a multi-focal area Global Environment Facility (GEF) programmatic approach designed to accelerate the implementation of agreed upon priority actions to reduce the major transboundary environmental stresses affecting the Mediterranean Sea and its coastal areas, while strengthening climate resilience and water security and improving the health and livelihoods of coastal populations.
Within delegated authority, under the supervision of the UNEP/MAP Deputy Coordinator, the MedProgramme Programme Management Officer will be responsible for the following duties:
- Supervise, implement and evaluate the entire MedProgramme with special focus on the International Waters, Biodiversity and Climate Change Adaptation projects; monitor and analyze the MedProgramme development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiates corrective actions; liaise with relevant parties; ensures follow-up actions;
- Ensure coherence, complementarity and synergy of the MedProgramme with the priorities of the Contracting Parties to the Barcelona Convention, the UNEP/MAP Medium-Term Strategy and biennial Programmes of Work over the Programme implementation period;
- Lead and direct the MedProgramme Coordinating Unit (MedPCU; plan and allocate work assignments; coach, mentor and evaluate staff; participate in recruitment and selection of new staff and in the development of training programs;
- Research, analyze and present information gathered from diverse sources;
- Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
- Generate survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepares conclusions;
- Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies and inputs to publications;
- Provide substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
- Initiate and coordinate outreach activities; conduct training workshops, seminars and make presentations on assigned topics/activities;
- Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
- Coordinate activities related to budget funding (MedProgramme/Child Projects preparation and submissions, progress reports, financial statements) and prepare related documents/reports (pledging, work programme, programme budget);
- Perform other duties as required.

Advanced university degree (Master's degree or equivalent) in environmental engineering, environment, natural sciences or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible work experience in project or programme management, administration or related areas, with focus on environmental, marine and coastal fields of work is required.
Experience in working with the governments of the Contracting Parties of the Barcelona Convention is desirable.
Demonstrated success in securing funding for and developing, and the execution of large-scale environmental initiatives with the Global Environment Facility, European Union and other global donors, is desirable.
Knowledge of the policy and legal framework of the Mediterranean region, including the Barcelona Convention and its Protocols, is desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in one of the working languages of the UN Secretariat, (both oral and written) is required. Working knowledge of the other is desirable. Knowledge of another UN official language of the Mediterranean region is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
