Program Evaluations and Thematic Studies

by Christian Ledermann last modified Aug 30, 2010 06:59 AM
The GEF Evaluation Office and the GEF Implementing Agencies conduct different studies and evaluations that assess topics of concern to all GEF operational programs. These studies provide a basis for decision-making and lesson learning on a specific theme; for a specific focal area (climate change, biodiversity, international water) or operational program, or for cross-cutting issues that apply across focal areas and projects.
FileMulticountry Project Arrangements (2000) by admin — last modified Mar 01, 2010 03:33 PM
This study concluded that successful multicountry approaches to address trans-boundary environmental problems begin by achieving a shared vision and commitment among countries, utilizing the ecosystem approach to develop a Strategic Action Program, having broad base participation of stakeholders, and involving multiple levels of institutions. The study also indicates that the establishment of a common incentive and enforcement structure for the entire multicountry project is at times difficult and implies higher transaction.
FileProgram Study on International Waters (2002) by admin — last modified Mar 01, 2010 03:32 PM
This Study was undertaken in preparation of the Second Study of GEF's Overall Performance. The report provides an assessment of three frequent approaches to environmental management of trans-boundary waters adopted by GEF IW projects: geographically-based, single versus multiple Implementing Agency, and community-based. The study concludes that the GEF projects have made significant contributions to existing agreements that address the environmental protection and restoration of trans-boundary water bodies.
FileContributions to Global and Regional Agreements (2002) by admin — last modified Mar 01, 2010 03:33 PM
This study was undertaken in preparation for the 2002 Program Study on International Waters. It provides an assessment of the GEF contributions to global and regional agreements to protect and restore international waters. The study concludes that, through the adoption of an ecosystem approach and by fostering regional arrangements in which countries can consider both individual and collective causes and effects, the GEF has contributed to the many international agreements.
FileProgram Study on International Waters - 2004 by admin — last modified Mar 01, 2010 03:32 PM
This Study was undertaken in preparation of the Third Study of GEF's Overall Performance. The report provides an assessment of GEF supported interventions in four water bodies and demonstration projects under implementation. The selected projects constitute nearly half of GEF allocations to the focal area. The study also includes a review of completed Transboundary Diagnostic Analysis and Strategic Action Programs. The study concludes that the GEF projects have made significant contributions in the environmental protection and restoration of transboundary water bodies. It also concludes that there is a need for clearer guidance of concepts, tools and processes, for better regional coordination among projects, and for the overall improvement of M&E systems across the IW focal area.
