TWAP MSP-Terminal Evaluation

The medium-sized project (MSP), Development of the Methodology and Arrangements for the GEF
Transboundary Waters Assessment Programme (TWAP), was a preparatory project designed to put in place
the foundations for a programme of continuous assessment for transboundary aquatic systems: lakes, rivers,
aquifers, large marine systems and open ocean. The MSP was explicitly designed to lead to a full-sized
project but this outcome is subject to adoption of the methods by the Global Environment Facility (GEF) and
to subsequent Council approval and Chief Executive Officer (CEO) endorsement of the Full-Sized Project
(FSP).

Terminal Evaluation

The development objective of the GEF/EIB project was to improve municipal wastewater services in the coastal cities of Durres, Lezha, and Saranda. By achieving this objective the project was to contribute to economic growth in these three tourist cities, the continued prosperity of which depends heavily on a healthy coastal environment. To this end, the EIB-financed conventional wastewater plants in each of the three coastal cities.

Coral Reef Terminal Evaluation

This TERMINAL EVALUATION (TE) report presents an analysis of the performance,
outputs, outcomes, and impacts of the Project, “Knowledgebase for Lessons Learned and Best
Practice in the Management of Coral Reefs.” The project received funding from the Global
Environment Facility (GEF), and had as the GEF Agencies the United Nations Environment
Programme (UNEP) in collaboration with the United Nations Development Programme (UNDP)
and the World Bank. The WorldFish Center served as the Executing Agency. The project had a
total budget of US$1,889,000, with a GEF allocation of US$940,000, and a co-financing
contribution of US$949,000 from the WorldFish Center, ICRAN, and other collaborating NGOs.

WIOLAB Terminal Evaluation

The independent Terminal Evaluation for the project was undertaken between 23 May and 15 August 2010 on behalf of UNEP. This report provides an introduction and overview of the project, describes the evaluation methodology and scope and sums up the main findings of the evaluation. The report concludes with lessons and recommendations.

RBA-PTS Terminal Evaluation

The Regional-based Assessment of Persistent Toxic Substances (hereafter RBA/PTS) project has met its overall objective of providing a comprehensive, regionally-based assessment of the damage and threats posed by persistent toxic substances. It has also facilitated evaluation and agreement on the priorities among chemically-related environmental issues at the regional level, in order to focus subsequent interventions on the most important and pressing issues. The twelve Regional Reports include assessments of the sources of persistent toxic substances in the environment, their concentrations and impact on biota and their transboundary transport, as well as an assessment of the root causes of the problems and the capacity at the regional level to manage them. Consolidation of the regional analyses has provided an assessment of global priorities. The results are available on the Web and in printed form, as one global report and twelve regional ones.

PEMSEA-Terminal Evaluation

This evaluation was undertaken by Angel Alcala, Brian Davy and Olof Linden from 03-16 August 1998. The team visited the project sites at Xiamen People’s Republic of China and Batangas Republic of the Philippines. Staff from the Straits of Malacca project visited Manila to brief the evaluation team. Full briefings were given by the PDMO in Manila including provision of all relevant project documents.

Tumen-Terminal Evaluation

This report is based on a review carried out between March and May 2002. Although officially a “Terminal Evaluation”, the project was still very much active and had only just started preparing the SAP. As a result some of the comments in this report may no longer be relevant and some of the recommendations have already been adopted by the project.
The full title of the project is “Preparation of a SAP and TDA for the Tumen River Area, its coastal regions and related Northeast Asian Environs” (Strategic Action Programme and Transboundary Diagnostic Analysis). The project, now generally referred to as TumenNET, involves China, Russia, the Republic of Korea, Mongolia, and to a limited extent the Democratic Peoples Republic of Korea.

Terminal Evaluation

The project was the first experience in its kind in the region. In that sense it was innovative in its design
and conception. The physical as well as the institutional components of the project were designed in
close consultation with the executing agency and local and regional authorities. The project as such increased the awareness of the environmental authority to the threat of oil pollution and is considered as the most important vehicle for abiding by international regulations and enforcing their implementation

Bulgaria Wetlands-Terminal Evaluation

After the Mid-Term Review in July 2006, Government requested and the Bank agreed to a
reallocation of available grant resources to finalize wetlands restoration, which was the main
project activity. Some US$ 2.04 million was reallocated from the Small Grants Program for
Biodiversity Conservation and the Farmer Transition Support Program to compensate for a
funding shortfall created by US dollar depreciation over the course of project implementation,
and a 30 percent increase in construction prices during the same period.

BSEP - Terminal Evaluation

In order to assess the implementation of the project for the Environmental Management and Protection of the Black Sea (RER/93/G31) an evaluation team was contracted in October/November 1995 by UNOPS. The evaluation was carried out from 6 to 20 November 1995 and results of the evaluation were published as a Project Evaluation Report issued on 20 November 1995.
For the purpose of the present evaluation the Project Evaluation Report was studied carefully and all activities which were identified by the report and suggested to be implemented by the end of the project were extracted and are presented in the first column of the Annex I, Table 1 (information in brackets for each of the activities indicate page number and paragraph number of the Project Evaluation Report document issued in November 1995).
