Following the adoption of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) at Putrajaya, Malaysia, last December
2003, representatives from PEMSEA participating countries and international organizations met in Manila from 23-27 August to develop and recommend a plan on how to implement the SDS-SEA.

The Batangas Provincial Government, is now able to share its knowledge on integrated coastal management (ICM) online, with the initial
uploading of the Batangas Coastalink website last 27 May. The website was a direct output of the Training Workshop on Web Development, which was held from 24-27 May 2004, and organized by PEMSEA and the Provincial Government - Environment and Natural Resources Office (PG-ENRO).

International experts meeting in Chengdu decided on major lines and fields of action for the implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA), during the Preparatory Meeting for the Working Group on the Implementation of the SDS-SEA held from 29 March to 1 April.

TRECE MARTERES CITY, PHILIPPINES -- 8 March 2004 marked a new day for the people of Cavite Province as their Provincial Governor signed a Memorandum of Agreement (MOA) with the Department of Environment and Natural Resources (DENR) and PEMSEA agreeing to promote, support and work together on the development and implementation of an integrated coastal management (ICM) parallel site in the province.

Since its inception in January 1994, PEMSEA has been actively developing means to enable the sustainable use of coastal and marine resources in the region. These efforts have culminated in the endorsement of the Sustainable Development Strategy for the
Seas of East Asia and the adoption, by the Programme’s 12 participating countries, of the Putrajaya Declaration of Regional Cooperation for the Sustainable Development of the Seas of East Asia during the East Asian Seas Congress 2003, held in Putrajaya Malaysia last 8-12 December 2003. These achievements were well received by the Secretary- General who likewise expressed his confidence in PEMSEA’s continued endeavors.

This is how Hon. Hayao Hora, Vice-Minister for Transport and International Affairs of Japan described the adoption of the Putrajaya Declaration of Regional Cooperation for the Sustainable Development of the Seas of East Asia during a ministerial forum held on 12 December 2003. The Declaration’s adoption now paves the way for a strategic regional approach in developing and managing coastal and marine resources in the region.

The Port Klang Declaration was formally presented and approved by stakeholders in a declaration ceremony held on 28 August. More than 200 representatives from local and national government agencies, international organizations, the private sector, and local communities witnessed the signing ceremony, which signified the stakeholders' concern for the environment.

PEMSEA participating countries must actively pursue the endorsement of the Sustainable Development Strategy for the Seas of East Asia (SDSSEA) and the draft Putrajaya Declaration of Regional Cooperation for the Sustainable Development of the Seas of East Asia. This was among the recommendations made during the Senior Government Officials’ Meeting (SGOM) held on 4-5 August.

The public-private partnership (PPP) approach for environmental investments will soon be demonstrated in Vietnam with the recent Danang
People's Committee decision to host an Investor's Roundtable on 9 September. The Roundtable will provide a forum for local and national governments, operating companies, financial institutions and donor agencies to discuss investment opportunities for an integrated industrial wastewater and hazardous waste treatment system for Danang.

The Sihanoukville Declaration for Sustainable Coastal Development was formally presented and approved by stakeholders in a declaration ceremony held on 5 June during the World Environment Day celebration at Independence Beach of Sihanoukville. More than 1,000 representatives from local and national government agencies, international organizations, the private sector, and local communities witnessed the signing ceremony, which signified the stakeholders' concern for the environment.

Wastes can become investment opportunities creating income, employment and livelihood and at the same time improving the environment. PEMSEA organized the Investors Roundtable on Environmental Investment Opportunities in the Manila Bay Area on 6 May 2003 to provide a venue for learning about potential environmental investment projects. The event was co-hosted by the Development Bank of the Philippines (DBP) and co-organized by the Department of Environment and Natural Resources (DENR), the Management Association of the Philippines (MAP), and the Philippine Chamber of Commerce and Industry (PCCI).

The Sukabumi Regency has been formally designated as PEMSEA’s third parallel site for Integrated Coastal Management (ICM). In
a Memorandum of Agreement (MOA) signed between PEMSEA Regional Programme Director, Dr. Chua Thia-Eng, and Sukabumi Regency Head, Mr. Maman Sulaeman, Sukabumi Regency will implement the ICM framework and processes developed by PEMSEA.

A major international event for various stakeholders of the Seas of East Asia will be held from 8-12 December 2003 in Kuala Lumpur,
Malaysia. The East Asian Seas Congress 2003 is being organized by PEMSEA, in cooperation with the Ministry of Science, Technology and Environment Malaysia. The Department of Environment Malaysia is the local organizing committee.

Highlights of the Meeting included the election by consensus of the Officers of
the Executive Committee, consisting of the Council, Intergovernmental Session
and Technical Session Chairs. Dr. Chua Thia-Eng, Dr. Li Haiqing and Mr.
Hiroshi Terashima were elected to the respective positions. However, Dr. Li
Haiqing was designated as Acting Council Chair up to end of September or
upon the completion of Dr. Chua's term as Interim Executive Director of the
PEMSEA Resource Facility (PRF). The Meeting also welcomed the International
Ocean Institute (IOI) and Swedish Environmental Secretariat for Asia (SENSA)
as new Partners of PEMSEA.

In Manila Bay, around 3,000 volunteers gathered along the stretch of Roxas
Boulevard in the cleanup organized by the Manila Bay Environmental
Management Project (MBEMP) and the Coastal Marine Management Office
under the Philippine Department of Environment and Natural Resources
(DENR).

On 9 November, the GEF/UNDP/IMO Regional Programme on Partnerships in Environmental Management for
the Seas of East Asia (PEMSEA) inaugurated and officially opened its new office building, located at DENR Compound, Quezon City,
Philippines. The inauguration was led by the Philippine Department of Environment and Natural Resources (DENR) Secretary Jose L.
Atienza Jr.; United Nations Development Programme (UNDP) Deputy Representative Kyo Naka; and PEMSEA Regional Programme
Director and Interim Executive Director, Dr. Chua Thia-Eng. The occasion was attended by key DENR officials, members of the
diplomatic corps, local government officials, partners from national government agencies, private sector and international and
nongovernmental organizations, and members of the media.
