This paper analyzes the international law and geopolitical frameworks that prompted cooperation on the Guarani Aquifer Agreement. The Guarani Aquifer System (GAS) is a transboundary aquifer that extends through Argentina, Brazil, Paraguay and Uruguay. In August 2010, these countries signed the Agreement on the Guarani Aquifer, which is the first agreement signed in Latin America for a transboundary aquifer.
