‘Environmental flows’ is an easy concept. It means enough water is left in our rivers, which is managed
to ensure downstream environmental, social and economic benefits. Yet, pioneering efforts in
South Africa, Australia, and the United States have shown that the process to establish them, especially
when part of an integrated management approach, poses great challenges.
This guide, the second in the series of the Water & Nature Initiative, draws extensively on the experiences
in these countries to offer hands-on advice for this emerging issue on the water resource
agenda. It goes well beyond existing literature to offer practical guidance on technical issues, such as
assessment methods and infrastructural adaptation, and the economic, legal and political dimensions
of establishing environmental flows.
