    <description>The transboudary diagnostic assessment (TDA) for the Delta part of the Okavango River
Basin (ORB) was based on the extensive research and planning outputs of the ODMP
process which was completed in 2006. For this reason the TDA process adopted all the
ODMP stakeholder participation processes including decisions made regarding
methodology, context and spatial extent of the planning area. This paper describes the
ODMP stakeholder process as a proxy for the TDA consultation process. It is important
to note that during the TDA process consultation was extended with two stakeholder
workshops and briefing meetings for the Okavango Wetland management Committee
(OWMC) dedicated specifically towards creating awareness and seeking stakeholder

This report is the revised and updated Regional TDA based on TDAs of three fisheries
ecosystems of regional significance: the reef, pelagic and continental shelf fisheries ecosystems.
This Regional TDA (supported by the three fisheries TDAs and a regional governance analysis)
will serve as the science basis for development of an agreed program of interventions including
fisheries management reforms, conservation measures and pollution control. A Strategic Action
Programme (SAP) with a shared vision for the CLME will be developed, and required priority
interventions, reforms and investments to address the main transboundary problems agreed to.
To assist this process, the project will create an integrated information management system
bringing together congruent fisheries, biological, pollution and socio-economic data and
information as a powerful management tool. Similarly, a monitoring and evaluation framework
within a Regional Monitoring Environmental Programme will be developed. Pilot projects and
case studies on specific transboundary fisheries (spiny lobster, reef, flyingfish, large pelagic and,
shrimp and groundfish fisheries) will trial governance models at the local, national and subPage

regional levels and provide additional knowledge on means of applying ecosystem based
approaches to fisheries management and determining the fisheries‘ socio-economic importance

    <description>The Regional Transboundary Diagnostic Analysis (RTDA) covers the Lake Victoria Basin in the Republics of Burundi, Kenya, Rwanda, Uganda and the United Republic of Tanzania. The analysis was conducted between June 2006 and March 2007 and was based on critical reviews of National Transboundary Diagnostic Analyses (NTDAs) carried out by the five East African Partner States between February and June 2006. In addition, the analysis was informed through various relevant works and documents, including literature and knowledge accumulated through the implementation of the 1st phase of the Lake Victoria Environmental Management Project (LVEMP I) and East African Community (EAC) policy and development documents, among others. To enhance ownership, consensus building and enrichment of the process, a series of consultative workshops were held across the region. 

The transboundary water-related problems and issues that affect sustainable development in the lake Victoria Basin, as identified based on the three pillars – Economic, Social and Ecological, are presented and discussed under six thematic areas in this report. The thematic areas are: land use and land degradation; water quality and pollution; water quantity and water balance; fisheries decline and biodiversity; governance of environmental resources; and socioeconomic and cross cutting issues. The discussions focus on the major threats to the natural resource base, major causes, socioeconomic impacts and the proposed mitigation measures. </description>
