Training on Wastewater Management

Wastewater management in the coastal cities has been identified as a priority for the UNEP/GPA (United Nations Environment Programme’s -Global Programme of Action). The issue of the uncontrolled discharge of wastewater into the freshwater and coastal environment has also been identified as a priority by UNEP and reconfirmed at the 2002 Millennium Summit and the World Summit on Sustainable Development. The UNEP/GPA is the only UN programme addressing the interface between the freshwater and coastal environment.

The training provides participants with analytical tools, substantive information and skills on how to select, plan and finance appropriate and environmentally sound municipal wastewater management systems. The course focuses on four elements:

  • Objective Oriented Planning (the project identification part of the project cycle)
  • Innovative Technological and Financial Approaches
  • Stakeholder Involvement (benefits of stakeholder involvement and how to do it)
  • Presentation Techniques and feasibility reporting

Participants

The course participants are mid-career municipal wastewater managers and decision-makers, who have some responsibilities in the design of new projects to collect and treat wastewater (in an environmentally friendly and financially sustainable way). As in most countries the most rapid development happens in the cities, we recommend municipal planners to participate from those municipalities that are located at the periphery of larger cities, or from smaller towns.  A few representatives from stakeholder groups such as fisheries, tourism, public health, communities or environmental NGOs will contribute to the learning experience. The expected number for each course is 25 participants.

Duration and Frequency

The duration of the course is five working days. 5 - 15 courses will be conducted in each of the coming years.

Location of Future Courses

The programme will focus on countries in Africa, the Wider CaribbeanAsia and the Pacific.

Organizers

The United Nations Environment Programme - Global Programme for Action (UNEP-GPA), the UNESCO-IHE Institute for Water Education, and the UN/DOALOS Train-Sea-Coast Programme constitute the core team for the overall management. Local academic institutions, regional organisations and the participating municipalities build the backbone of implementation at the country level.

Training Materials

The training is based on the UNEP/GPA Training Manual which is founded on the UNEP/WHO/HABITAT/WSSCC Guidelines on Municipal Wastewater Management. PowerPoint presentations and an instuctor's manual complement the training package.

The participant's training manual is composed of three modules:

Module 1OBJECTIVE-ORIENTED PLANNING
  I - Problem analysis
 II - Objectives analysis
 III - Stakeholder analysis

Module 2CONVENTIONAL AND INNOVATIVE APPROACHES TO MUNICIPAL WASTEWATER MANAGEMENT

II - The way forward : the 3 steps strategic approach
III - Financial approaches to municipal wastewater management
IV - Water management in the city of tomorrow
