INTRODUCTION, PURPOSE: WHY AN EXCHANGE

The Bay of Bengal, Arafura and Timor Sea, and the Sulu and Celebes Seas LME projects share a large score of similarities including that the Republic of Indonesia is a key member state in all three LMEs. As a result, all three projects are working extensively with the Indonesian Fisheries Ministry. The three projects are at different stages of implementation (with BOBLME being three years further into its project implementation) and have a great deal that can be learnt from each other. The purpose of bringing the three projects together was so that they can learn from each other’s experience in handling what are very similar issues.

The twinning exchange was an extremely good opportunity for a South-South exchange, and for sharing crucial know-how in between projects that operate in a similar environment. In addition, it presents a valuable opportunity to gather information that could inform a new GEF IW project focused on the greater Indonesian Sea LME.

LEARNING OBJECTIVES

The general objective will be “to promote experience sharing and learning, dialogue facilitation, targeted knowledge sharing and replication in order to enhance the efficiency and effectiveness of GEF IW LME projects in Indonesia to deliver tangible results”

Specific objectives include:

  • Knowledge and experience sharing on important technical topics (coastal and marine environment conservation and fisheries management; e.g. stock assessment, EAF, MPAs, oceanography, marine pollution etc.)
  • Knowledge and experience sharing on procedural/operational topics (TDA-SAP process, governance, project administration, implementation and management)
  • Contribution of Lessons learned and best practices from ATSEA, BOBLME and SCSLME to the design and planning of the “Indonesian Sea LME”

OUTPUTS/OUTCOMES

  • 1. Outcome: to enhance the efficiency and delivery of GEF IW LME projects operating in the Indonesia sea through experience sharing and learning, dialogue facilitation, targeted knowledge sharing and replication.
  • 2.Outputs:

· Public Presentation or Statement during the IOPAC session on Ocean Resources Exploitation

· A short summary of lessons learned and best practices of the ATSEA, BOBLME and SCSLME that could contribute to the design and planning of the Indonesian Sea LME”

  • 3.Outputs beneficial to IW portfolio:

· Concept Note for an Indonesian Sea LME Project containing a short summary of lessons learned and best practices of the ATSEA, BOBLME and SCSLME

  • 4.IW Experience Note: each project should prepare an experience note on one of their signature achievements, along the subjects at www.iwlearn.net/experience, preferably filling a gap as yet empty
