Senior Evaluation Officer, Policy, Planning, Monitoring And Evaluation Section (UN)
The position is located in the Policy, Planning Monitoring and Evaluation Service of the Office of the High Commissioner for Human Rights (OHCHR) and the incumbent reports to the Chief of the Service. Within the OHCHR Policy, Planning, Monitoring and Evaluation Service and under the supervision of the Chief, the incumbent provides leadership, guidance and direction for the effective application of the monitoring and evaluation function at the strategic and policy related levels (Application Deadline: 24 February 2012).
Key Responsibilities
- Ensures that the monitoring of the progress towards the achievement of strategic level results provides an effective feedback loop for supplementing the Performance Monitoring System with Office-wide evaluation exercises as appropriate.
- Ensures the effective linkage and synergies between the Performance Monitoring System and the evaluation functions.
- Provides guidance and support for the Office-wide implementation of the Performance Monitoring System.
- Supports field presences and Divisions at the headquarters level with the design of baseline studies, action research and surveys to systematically collect data/evidence for reporting on progress
- Leads the preparation and update of M&E tools and guidance for all staff.
Qualifications
- Advanced university degree (Master’s degree or equivalent) or equivalent theoretical knowledge in business administration or other related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Specific training in evaluation an asset.
- A minimum of ten years of progressively responsible experience in international cooperation, including field experience.
- At least seven years of recent experience related to monitoring &evaluation within the context of Results Based Management (RBM)
- Several years of experience related to human rights, and development or closely related areas at the international level and within the UN system.
- Experience in knowledge management, and implementing organizational change is an asset
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an asset.
