Water Utility Specialists, Sub-Saharan Africa (USAID-funded project)

ARD, Inc. (http://www.ardinc.com) is accepting expressions of interest for a USAID-funded water/sanitation project in Sub-Saharan Africa. Seeking local/regional experts in water utility management, regulation, and reform. African nationals encouraged to apply (Closing date: 02 March 2009).

Qualifications:

Qualified individuals must have a minimum of 5 years experience with successful water and sewerage utility reforms in African countries. A range of skills are needed, including:
--Water utility and water sector-level reform;
--Utility management and performance improvement;
--Utility regulatory reform;
--Capital investment planning and finance;

Additionally, demonstrated expertise is required in one or more of the following reform approaches:
--Utility corporatization
--Development of performance-based contracts for water utilities
--Utility regulation
--Benchmarking

The ideal candidate will have previous experience working with national and local governments, multilateral and bilateral donors, and civil society organizations in developing coordinated reform approaches and strategies in the water and sanitation sector. Previous project management experience preferred, French skills a plus.
