Water Resources Management Officer (EAC/LVBC)

The East African Community (EAC) through the Lake Victoria Basin Commission (LVBC) Secretariat is coordinating the implementation of the 2nd Phase of the Lake Victoria Environmental Management Project (LVEMP II) which will be implemented in all the five EAC Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda) for a period of eight years and is inviting applications from suitably qualified citizens from the Partner States of the East Africa Community for this position (Closing date: 20 February 2009)

The project will contribute towards the attainment of the Shared Vision for the Management and Development of the Lake Victoria Basin through strengthening of the regional and national institutions for governance of transboundary resources in the basin; and facilitating public and private environmentally friendly investments in the Lake Victoria Basin.

The EAC/LVBC has applied for funding from the IDA Credit of the World Bank, Global Environmental Facility (GEF) and the Government of Sweden through Sida. The LVBC Secretariat will be responsible for regional coordination of this project and it intends to use part of the funds to constitute a Regional Project Coordination Team (RPCT) that will be fully responsible for steering the project on daily basis.

Scope of Work:

The main purpose of this job is to coordinate the implementation of Water Resources Management aspects of the project.

Duties and Responsibilities:

  1. Overall Coordination and supervision of initiatives leading towards an integrated Lake Basin Water Resources Management;
  2. Promotion of integrated water resources management in the Lake Basin;
  3. Coordination of the overall plan for implementation of water resources management activities funded under the project;
  4. Initiate and coordinate activities leading to the creation of a sound hydrological data base to support the use of integrated water resources management;
  5. Develop common guidelines and operational procedures for data collection (for both surface and ground water, including water quality) and set standards for equipment specifications;
  6. Liaise and coordinate with partner States, on the continuous assessment and monitoring of water resources in the basin, including the Water balance of the Lake;
  7. Initiate the development and operationalisation of a Hydrological Information System (HIS) in the Lake Victoria Basin;
  8. Initiate and coordinate the establishment of Decision Support System (DSS) for the Lake and its Basin;
  9. Network with civil society organizations, private sector and other institutions implementing water related projects in the region;
  10. Follow up on implementation of decisions of the Council of Ministers related to water resources management and development;
  11. Develop with the M&E Officer, a system of monitoring and evaluation of LVEMP water related activities;
  12. Prepare budgets and work plans for the LVEMP II water resources component at the LVBC Secretariat;
  13. Prepare progress reports at intervals that will be defined;
  14. Promote a positive corporate culture and image of the LVBC and the EAC;
  15. Work within the framework of the Lake Victoria Basin Commission;
  16. Perform any other duties as shall be assigned by the Executive Secretary, the DES (PP) or the Regional Project Coordinator.

Qualifications and Experience:

  1. A minimum of MSc degree in Water Resources Engineering/Hydrology/Natural Sciences or Civil Engineering from a recognized University;
  2. Minimum of 5 years of related or relevant professional experience, mainly in Project Planning, Policy and Institutional analysis and Management and implementation at senior level;
  3. Demonstrable knowledge of all aspects related to integrated water resources management (IWRM) or Integrated Lake Basin Management (ILBM) – planning and requisite implementation;
  4. Good interpersonal skills, ability to work in a multicultural, multi –ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;
  5. Dynamic, innovative and able to work with minimum supervision;
  6. Excellent and demonstrable Information Communications Technology skills: including proficiency with main office software and knowledge of databases management and information systems and Internet tools.
