Water Policy Consultant (Conservation International)

Conservation International is seeking a consultant with intimate knowledge of the water sector and water policy, as well as an understanding of water resource management, targeting developing countries, to assist in identifying the best points of entry and specific actors and policies to leverage around this new focus.

The consultant should be well versed in the current debates related to:

  • Water and sanitation access
  • Water use and threats to natural ecosystems linked to agriculture, commerce and energy
  • Water Rights, privatization and markets (including payment for water services)
  • Environmental Flows as a means of managing water resources to meet both ecosystem and human needs
  • Examples of countries or regions where encouraging natural ecosystem conservation to deliver water services can help catalyze a shift at the international policy level

 
The consultant should also be well versed in:

  • Development agency decision making processes and incentives structures that influence investments in water provision and water related infrastructure, including knowledge of how decisions are made and how they can be influenced.
  • Status of National level legislation and perceived effectiveness of national and regional approaches to water management and watershed protection (IWRM) – specific knowledge about the legal context in China, Indo-Burma, or Brazil preferred.
  • International policy and multilateral environmental agreements relating to water

 
The consultant will:

  • Work with CI’s freshwater team to review CI’s current strategy and approach to freshwater, including current work on policy and markets, plus CI’ new strategic vision and direction and given this information, identify the best points of entry and specific areas of engagement for CI on issues of freshwater policy that fit into this larger context, recommending highest priority strategies on a timeline of 3-5 years.
