Senior Operations Officer (EAC/LVBC)
(REF: EAC/LVBC/LVEMP II SOO/ 09- 02)
The project will contribute towards the attainment of the Shared Vision for the Management and Development of the Lake Victoria Basin through strengthening of the regional and national institutions for governance of transboundary resources in the basin; and facilitating public and private environmentally friendly investments in the Lake Victoria Basin.
The EAC/LVBC has applied for funding from the IDA Credit of the World Bank, Global Environmental Facility (GEF) and the Government of Sweden through Sida. The LVBC Secretariat will be responsible for regional coordination of this project and it intends to use part of the funds to constitute a Regional Project Coordination Team (RPCT) that will be fully responsible for steering the project on daily basis.
Duties and Responsibilities:
- Provide strategic and process support to the EAC/LVBC in the execution of the LVEMP II Project;
- Provide strategic advice to the Regional Policy Steering Committee of the project regarding implementation aspects of the project;
- Assist the LVBC in terms of interpreting the impact of political, social and cultural issues on the execution of LVEMP II;
- Assist the LVBC in areas, as well as periods, of budget preparation/review at the request of LVBC management;
- Follow up/work in close collaboration with LVBC’s Financial Management Unit and other members of the Regional Project Coordination Team (RPCT) to maintain information on how the grant funds provided by Sweden and GEF (and any other development partners) are being utilized under LVEMP II;
- Facilitate information exchange amongst LVBC and Partner States on implementation progress in various LVEMP II components through study tours and workshops, to enable all countries to progress well;
- Assist with the drafting of ToRs to contract various service providers required;
- Assist with the review of outputs provided by service providers and the way forward after completion of work;
- Provide technical input on project-related policy issues, as they may arise;
- Act as a liaison with the Development Partners involved in LVEMP II specifically, and with the LVBC/EAC generally, when so required;
- Build the capacity of the LVBC through on the job skills transfer;
- Assist the LVBC with work planning processes;
- Perform other duties at the request of the Executive Secretary
(ES), the DES (PP) or the RPC.
Qualifications and Experience:
- An advanced university degree, in Environmental Sciences/Engineering, Natural Resources Management/Economics, Business Administration, Environmental Law or related fields but with a greater understanding of global environmental scientific issues;
- At least 5 years knowledge in the preparation, appraisal, and implementation of development projects with proven experience as a Manager in a Social, Economic and Environmental Management of a complex shared ecosystem and a technical environment programs;
- Knowledge and skills of Monitoring and Evaluation (M&E), including process management;
- Knowledge and experience in institutional reforms, harmonization of policies and regulatory standards, and processes in East Africa;
- Good working knowledge of the water and fisheries sectors in East Africa;
- Strong interpersonal skills with proven ability to communicate effectively with a wide range of stakeholders;
- Understanding and experience of the political and cultural dynamics of East Africa;
- Strong leadership skills, energetic and self motivated;
- Proven ability to work in an intercultural team;
- Experience of mentorship and skills transfer;
- Excellent analytical and conceptual writing skills in English.
