Senior Fisheries Officer

DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Fisheries and Aquaculture Economics and Policy Division, the incumbent will be responsible for promoting global fishery coordination, international agreement and action, and inter-country collaboration on world and regional fishery problems. In particular, will:

  • Act as Secretary of the Committee on Fisheries (COFI); coordinate the organization of sessions of COFI and related activities; and monitor the implementation of its programme of work.
  • Coordinate, in liaison with Departmental units, all inputs to FAO’s statutory bodies (Conference, Council, FAO Regional Conferences) documents; ensure appropriate follow-up action is taken on decisions and recommendations made.
  • Plan and guide the development and evolution of a rational network of regional fishery bodies with the objective of member countries and institutions becoming more strongly committed to joint action and cooperation in all aspects of fisheries conservation, management and development.
  • Coordinate the liaison with FAO Regional Fishery Officers and secretaries of regional fishery bodies established within the framework of FAO, in order to ensure appropriate support to activities as well as efficient cooperation in the implementation of the respective programmes of work.
  • Plan and guide the development of relations between FAO and independent regional fishery bodies, regional economic groupings and other institutions and agencies concerned with specific aspects of fisheries and marine affairs.
  • Organize general fishery conferences or consultations in cooperation with relevant Departmental units.
  • Coordinate the work of the Advisory Committee on Fisheries Research (ACFR) and provide Secretariat services.
  • Coordinate and monitor the implementation of the Code of Conduct for Responsible Fisheries.
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced University Degree in the field of International Relations, Political Science or Marine Affairs
  • Ten years of relevant experience in the field of international relations related to fisheries
  • Working knowledge in English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience in the field of international relations related to fisheries
  • Relevance of academic background
  • Depth of knowledge of issues related to capture fisheries and/or aquaculture
  • Demonstrated capacity and experience in the organization and conduction of meetings, and in the production of oversight type reports
  • Extent of oral and written communication and negotiation skills
  • Extent of language skills and of capacity to work effectively with people of different national and cultural backgrounds in an international setting
