Senior Administration and Travel Officer Vacancy (SOPAC/GEF Pacific IWRM)

Applications are invited for the position of Financial Adviser within the Regional Project Coordination Unit (PCU). The regional PCU is based within the SOPAC Community Lifelines Programme. The PCU provides technical support, coordination, supervision, and management functions for the implementation of the Pacific IWRM Project and operates in accordance with the rules and procedures of Implementing Agencies UNDP/UNEP, Executing Agency SOPAC, and the GEF. Under the general supervision of the Regional Project Manager for the Pacific IWRM Project and the Senior Water Adviser of the Water Unit, the SATO Officer will be required to provide timely and efficient Administrative, Travel and Conference services. He/she shall liaise directly with the National GEF Demonstration Project Teams (National Coordinators and National Assistants), National Steering Committees and National Water APEX Bodies, the Regional Project Steering Committee, and other relevant bodies and stakeholders where relevant. The SATO will be responsible for the efficient administration of National Demonstration Projects. (Closing date: 15 February 2009)

The Global Environment Facility (GEF) funded regional Sustainable Integrated Water Resources and Wastewater Management Project (Pacific IWRM) is currently being implemented. The GEF Pacific IWRM Project will run for five years to 2013 with a total contribution from the GEF of US$9.0 million. The Project will help fourteen Pacific Island Countries address problems of pollution entering ground and surface water, as well as support improved management of clean water for drinking and sanitation.

Qualifications and Requirements:

Applicants are required to have a degree in accounting, financial management, or a similar subject, with demonstrable experience in complex project financial management and excellent written and oral communication skills in English. Familiarity and knowledge of financial processes and procedures used across the Pacific region, in CROP Agencies, and/or the private sector would be an advantage as would direct experience within a PIC finance institution, inter-agency financial systems and annual budgeting procedures. A minimum of five years of direct, relevant, project-based experience is highly desirable.
