Regional Project Coordinator (EAC/LVBC)

The project will contribute towards the attainment of the Shared Vision for the Management and Development of the Lake Victoria Basin through strengthening of the regional and national institutions for governance of transboundary resources in the basin; and facilitating public and private environmentally friendly investments in the Lake Victoria Basin.
The EAC/LVBC has applied for funding from the IDA Credit of the World Bank, Global Environmental Facility (GEF) and the Government of Sweden through Sida. The LVBC Secretariat will be responsible for regional coordination of this project and it intends to use part of the funds to constitute a Regional Project Coordination Team (RPCT) that will be fully responsible for steering the project on daily basis.
Scope of Work:
- Overall coordination and supervision of the LVEMP II implementation process at the LVBC Secretariat and in the Partner States;
- Overall Monitoring and Evaluation of the progress of implementation of the project;
- Financial Management of the project funds at the LVBC
Secretariat.
Duties and Responsibilities:
- Liaise with National Coordinators in the Partner States at all stages of project implementation;
- Plan harmonized project implementation schedules and work plans and budget in all the five Partner States;
- Develop work plans, budgets and monitoring and evaluation programmes for the LVEMP II activities in the Commission;
- Facilitate the meetings of the Regional Policy Steering Committee and prepare (annual) project progress reports for the LVBC Sectoral Council;
- Ensure active involvement and participation of the civil society organizations and the Private Sector in the various project components;
- Ensure the implementation of strategies for information dissemination and feedback on the project activities to end users and /or stakeholders;
- Facilitate project supervisory missions to the region;
- Convene regional project technical review meetings;
- Supervise project staff based at the LVBC Secretariat;
- Work within the framework of the Lake Victoria Basin Commission;
- Promote a positive corporate culture and image of the LVBC and the EAC;
- Any other duties as shall be assigned by the Executive
Secretary.
Qualifications and Experience:
- An advanced university degree, preferably a PhD in Environmental Sciences/Engineering, Natural Resources Management/Economics, Business Administration, Environmental Law or related fields but with a greater understanding of global environmental scientific issues;
- A minimum of 10 years experience in Project Development and Management Environment, of which at least 7 should be at senior Management level;
- Proven past experience as a Manager in a Social, Economic and Environmental Management Project with complex shared ecosystem and technical environment programs will be an advantage;
- Good interpersonal skills, ability to work in a multicultural, multi–ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;
- Demonstrable knowledge of all aspects related to integrated water resources management (IWRM) or Integrated Lake Basin Management (ILBM) – planning and requisite implementation;
- Dynamic, innovative and able to work with minimum supervision;
- Excellent and demonstrable Information Communications Technology skills: including proficiency with main office software and knowledge of databases management and information systems and Internet tools.
