Project Manager (UNEP/MAP GEF Project)

This vacancy is for the UNEP/MAP GEF project “Strategic Partnership for the Mediterranean Sea Large Marine Ecosystem (LME) – Regional Component: Implementation of agreed actions for the protection of the environmental resources of the Mediterranean Sea and its coastal areas”. The Mediterranean Action Plan (MAP), one of UNEP’s Regional Seas Programmes, assists the countries in the region to safeguard the marine and coastal environment and to promote sustainable development. This post is located in Athens at the offices of the Mediterranean Action Plan of UNEP/DEPI. (Closing date: 04 December 2008)

Scope of work:

Under the supervision of the MAP Coordinator, the GEF Project Manager will perform the following tasks:

Project Coordination:

  • Heading the Project Management Unit (PMU), both technically and administratively;
  • Preparing an inception Report for presentation at the first meeting of the Strategic Partnership Steering Committee, including work plans and budgets, detailed M & E Plan, final execution arrangements and legal agreements, and all other periodic reporting;
  • Ensuring full coordination, timeliness, consistency and harmonization among all project activities - funded by GEF and by other partner donor organizations and co-executing agencies.
  • Ensuring the full functioning of all coordination mechanisms between the Regional Component and the Investment Fund (World Bank), for the achievement of the overarching objectives of the GEF Strategic Partnership for the Mediterranean Sea Large Marine Ecosystem (LME);
  • Preparing Terms of Reference for project activities, including consultants and contractors, and review legal agreements prepared by the co-executing agencies for the project;
  • With guidance from Steering Committee (SC), liaising on day-to-day basis with various ministries, local governments, donors involved in the project and the implementing Agency to facilitate the implementation of the project and promote exchanges of information among project participants;

Project Implementation:
  • Ensuring the full implementation of the Monitoring and Evaluation (M&E) Plan;
  • Liaising with other non-partner entities and donors active in the Mediterranean Sea LME to ensure maximum synergy, avoid duplication with existing initiatives and catalyze additional coordinated actions and investments;
  • Organizing, with the assistance of the co-executing agencies the preparation of detailed yearly work plans and budgets;
  • Organizing all project meetings, including the SC meeting and Coordination Group meetings
Monitoring and Evaluation:
  • Monitoring of the activities described in the work plans, to ensure timeliness and quality of outputs, acting in close consultation with the co-executing agencies the World Bank, the National Focal Points and all members of the SC including UNEP and the GEF Secretariat;
  • Supervising the work of consultants
  • Fostering exchanges and establishing links with other GEF International Waters (IW) projects including participation in IW-LEARN;
  • Ensuring full participation of stakeholders in the project, as anticipated in the stakeholder participation plan, and define and adopt strategies to enhance stakeholder participation;
  • In coordination with MAP’s Regional Activity Centre for Information (INFO/RAC), facilitating dissemination of the project activities, outputs and other documents;
  • Representing the Project at meetings organized by other organizations, and programs;
  • Liaising with other relevant GEF and non-GEF projects in the region and outside the region, with focus on those referred to in the Project Document;
  • Providing general leadership in terms of coordination of activities with other programs and projects at national, provincial and local levels;
  • Ensuring clear allocation of participating countries in-kind contribution to project activities

Qualifications and Experience:

An Advanced university degree in environmental sciences or related disciplines or a first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

At least ten years of experience in water related environmental programs and projects, five of which dedicated to work within the context of international projects related to the Marine and coastal environment, with increasing responsibilities including management and coordination. Any experiences in the Mediterranean region would be an asset.
