Project Accountant (EAC/LVBC)

The East African Community (EAC) through the Lake Victoria Basin Commission (LVBC) Secretariat is coordinating the implementation of the 2nd Phase of the Lake Victoria Environmental Management Project (LVEMP II) which will be implemented in all the five EAC Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda) for a period of eight years and is inviting applications from suitably qualified citizens from the Partner States of the East Africa Community for this position (Closing date: 20 February 2009)

The project will contribute towards the attainment of the Shared Vision for the Management and Development of the Lake Victoria Basin through strengthening of the regional and national institutions for governance of transboundary resources in the basin; and facilitating public and private environmentally friendly investments in the Lake Victoria Basin.

The EAC/LVBC has applied for funding from the IDA Credit of the World Bank, Global Environmental Facility (GEF) and the Government of Sweden through Sida. The LVBC Secretariat will be responsible for regional coordination of this project and it intends to use part of the funds to constitute a Regional Project Coordination Team (RPCT) that will be fully responsible for steering the project on daily basis.

Scope of Work:

The main purpose of this job is to formulate policies, strategies and procedures on financial administration and management.

Duties and Responsibilities:

  1. To manage the donor funded accounts for the LVEMP II within the Lake Victoria Basin Commission.
  2. Validate payment vouchers, cheques, local purchase orders for all transactions relating to LVEMP II;
  3. Reconcile ledger accounts of LVEMP II and follow up of imprest given to staff of LVEMP II Regional Coordination Team traveling on official duty;
  4. Monitor and ensure that enough funds are available in the Project accounts and lodge disbursement request once the minimum threshold is reached;
  5. Maintain the accounting records and prepare monthly financial reports;
  6. Prepare periodic management and financial reports for accountability of the funds disbursed and analysis of accounts so that decision makers receive timely and accurate information;
  7. Assist officers in the LVEMP II Regional Coordination Team to prepare budgets for the activities requested;
  8. Monitor the expenditure of the LVEMP II funds with a view to ensuring that the amounts budgeted for, under each expenditure head, is not exceeded;
  9. Prepare payments and allowances for the staff of the LVEMP II Regional Coordination Team;
  10. Accounting for special funds and submission of reports to Development Partners on accountability of LVEMP II funds;
  11. Promote a positive corporate culture and image of the LVBC and the EAC;
  12. Carry out any other duties as shall be assigned by the Executive Secretary or the LVEMP II Regional Project Coordinator.

Qualifications and Experience:

  1. A University degree or MBA in Finance, Accounting and a Professional Accounting qualifications in CPA, ACCA or equivalent;
  2. At least three (7) years of professional accounting experience;
  3. Excellent Information Communications Technology skills: A must in proficiency with Computer Accounting soft wares packages such as the Sun System Accounting Package and other main office software such as EXCEL, knowledge of databases management and information systems and Internet tools;
  4. Ability to perform a broad range of accounting functions, e.g., budgeting/work program, financial and grants management etc;
  5. Good interpersonal skills, ability to work in multi-cultural environment and ability to develop and maintain effective work relationships with budget/finance, human resources counterparts and client departments;
  6. Ability to plan and manage own work, including managing conflicting priorities for timely completion of assignment.
