Monitoring and Evaluation Specialist, WASH (UNICEF)

Under the overall guidance of the supervisor, Head of WASH Section, the incumbent of the post is responsible to: (1) support the government partners (MoH, Ministry of Education) to establish a comprehensive and sustainable monitoring system to measure achievements and gaps in WASH sector nationwide towards MDGs and evaluate the progress of the programme towards reaching its goals; and (2) develop and implement an integrated monitoring system to monitor the national programme “Healthy Villages” and “Healthy Schools” in coordination with UNICEF Zone Offices and Planning Section. Under the guidance of the Head of WASH section, the incumbent of the post will:

  • Prepare a comprehensive set of indicators, methodology and data collection system for monitoring and evaluating the “Healthy villages” and “Healthy School” programme in consultation with all partners, to cover both process and outcomes and using participatory methods wherever applicable. Assist Government in developing a database that will be updated and operational at the lowest cost
  • Compile and provide periodic reports and evaluations, as required within the logical framework. Assist Government in reviewing and publishing annual reports
  • Analyse projects process and performance and recommend measures     to strengthen and improve the programme output and cost effectiveness
  • Participate in Programme mid-term review, annual reviews, previews, meetings.  Analyzes and evaluates data to ensure achievement of objectives and recommends corrective actions, when necessary.  Provides technical advice to programme staff, government officials and other counterparts on planning and management of integrated monitoring and evaluation
  • Establish, coordinate and guide the process of creating annual programs/projects monitoring and evaluation plans; and review donor and technical reports
  • Develop all necessary Terms of Reference and manage outsourcing of M & E activities as necessary
  • By conducting a needs assessment and process review of the MoH, prepare a report on how the MoH can be strengthened and submit a proposal for implementation

QUALIFICATIONS AND COMPETENCIES:

  • Advanced University degree in international development/development management.  Monitoring and Evaluation in social area projects post-graduate studies or diploma will be highly appreciated
  • At least five years of progressively responsible professional work experience at national and/or international level in social area project management, monitoring and evaluation. Practical and relevant experience in using planning, monitoring and evaluation tools in projects related to social area
  • Fluency in French required, fluency in English beneficial
  • In depth knowledge of result-based programming, human right approach to project and gender mainstreaming
  • Competence to provide technical assistance to counterparts as well as designing and conducting training processes related to monitoring and evaluation
  • Good communication and analytical skills with ability to write and review technical reports
  • Ability to work with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization
  • Strong computer skills including database management applications
  • Independent and creative thinking
  • Familiarity with logical frameworks and SMART objectives
