Mediterranean Marine Coastal Expert (UNEP/MAP GEF Project)
Scope of work:
Under the supervision of the Project Manager, the incumbent provides technical input and advice in the area of marine and coastal environmental pollution, initiatives and oversees implementation of assigned programmes and activities and performs reporting, liaising and administrative duties related to the implementation of the unit work programme.
Project Development:
- Collaborate with participating countries, donors and all the stakeholders with the aim to ensure the expressed governmental needs;
- Ensure the overall exchange of information between project co-executing agencies and partners, with the aim to ensure that activities are executed in an integrated manner;
- Review and analyze project activities for suitability with programme objectives, technical priorities and resource availability;
- Oversee the monitoring and evaluation and collection of data relevant for all activities;
- Ensure all data relevant, reports and other project documentation are included into the project web-site;
- Draft project document and revisions, including budgets, work-plans
and project reports.
Project Implementation:
- Review and recommend if budgets, work-plans and timetable of the activities completion are in accord with approved project execution and plans;
- Monitor project implementation, identify problems and initiate corrective actions;
- Prepare, review and revise documents, reports related to the implementation of the activities;
- Undertake missions to project implementation workshops/meetings to further elaborate work-plan, timetable, budgets together with the co-executing agencies and to provide technical inputs to project implementation;
- Evaluate project/programme/activity performance in relation to approved work-plans and objectives established in the Project Document (PD);
- Prepare the organization of meetings and workshops and other project activities as requested by the Project Manager;
- Facilitate evaluation of programmes and pilot projects and activities by UNEP DGEF;
- Arrange for completion of projects and ensuring all outputs are finalized and available.
Technical Advice, Evaluation and Guidance:
- Facilitate finalization and distribution of the project outputs and other documents;
- Represent the Project at meetings organized by other organizations and programs, when they are deemed relevant to and/or in support of the project;
- Make presentations, give lectures in the field of expertise at
training courses organized or sponsored by UNEP.
Reports and Administration:
- Prepare or review the project reports, the financial reports, the half-yearly progress reports and technical reports prepared by partners and co-executing agencies;
- Provide technical comments to project reports and documents;
- Provide input to and development of budget and work elements for the work programme.
Liaison and Representation:
- Establish and maintain contacts and generate good will with the co-executing agencies, the Governments;
- Answer correspondence and requests from other organizations and general public for technical information and advice.
Qualifications:
Education:An advanced university degree in environmental studies, economics, engineering or related disciplines. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.
Competencies:
Professionalism - Demonstrated professional competence and mastery of
environmental studies or economics. Communication - Highly developed
communication skills (spoken, written, public speaking and
presentational), including the ability to prepare reports on short
notice. Teamwork - Ability to work collaboratively to achieve
organizational goals. Planning and Organizing - Ability to identify
priorities, work under tight deadlines, handle concurrent projects.
Work Experience:
At least five years of progressively responsible experience in
environmental and coastal zone management including at least two years
at the international level preferably in the Mediterranean region.
Extensive experience in research, evaluation & policy development.
Basic knowledge of relevant institutional mandates. Mastery of diverse
scope of capacity building & a clear vision of UNEP’s role at the
national, regional and global levels. Knowledge of the institutions of
the United Nations.
Languages:
English and French are the working languages of the United Nations. For
the post advertised, fluency in oral and written English is required.
Knowledge of other UN languages an asset.
