International Environmental Economist (Integrated Ecosystem Management in the Prespa Lakes Basin of Albania, FYR Macedonia and Greece)
As main frame of the assignment the expert is expected to review all pertinent documentations, complementary information, develop a draft socio economic profile of the targeted area, revise and incorporate comments by the project office and round tables organized for that purpose until the final study report is finalized. The study will be carried out in three phases (Closing date: 13 February 2009)
Scope of Work:
Phase I will comprise of mostly on-desk studies and reports
produced so far by the project, review of the international expertise
on economical analyses and all relevant report that project office has
prepared in this respect.
Phase II will be based on country mission with aim to:

- Contact and meet the stakeholders in the region
- Describe a local socio-economic profile in relations to environmental sector
- Support in organizing a stakeholder workshop in Korça for identification of pilot priority sector/sectors
- Define scope of work for further project implementation and developing concept ToR-s for national expertise on strengthening the knowledge and attitudes towards a conservation economy
- Conduct consultations with national counterparts on evaluation methodology.
Phase III will include additional five days on-desk job for
reporting.

Duties and Responsibilities:
- Produce a local socio-economic profile of Prespa ecosystem and current development trends;
- Identify links between social and economic development trends and environmental conditions in the region;
- Identify possible impact, in monetary value, of environmental losses on region economic growth and development objectives, including distributional impact on the poorest;
- Review methodologies that are considered international “best practice” and have been used in other countries and to consider how those methodologies could be adapted and applied;
- Participate in a stakeholder’s consultation workshop with presentation of findings from the research conducted and facilitate priority sector identification process for valuation exercise;
- Provide recommendation for more insight expertise needed according to the priority sectors and drafts corresponding ToR-s.
Expected Outputs:
Final report with:
- Overview of the socio-economic profile of the Prespa ecosystem in relation to environmental sector;
- Recommendations on: (i) applicable methodology for evaluation of environmental damages and relevant social and economic impact (in monetary value) as a result of economic activities; (ii) identification of possible important links between environmental losses and region development trends;
- Scope of further work for the project and relevant ToR-s must be attached to the report
Qualifications:
- Affiliation with recognized international organizations, sector related applied research institutes and/or universities, is an asset
- Strong interpersonal and communication skills, strong cultural sensitivity and ability to work in multi-cultural environments
- Excellent English language competency
- Advanced university degree in environmental economics or other related fields
- At least 5 years of related professional experience and experience in conducting research/ analytical studies in socio-economic issues
