Fisheries and Aquaculture Officer (FAO - Rome)

The incumbent will coordinate the response to emergencies within the FAO Fisheries and Aquaculture Department and Regional/Subregional Offices while ensuring the transition between emergency, rehabilitation and development (Application deadline: 19 May 2009)

Duties and Responsibilities

In particular, will:

  • Review fisheries emergency and rehabilitation interventions to ensure consistency with the principles of the Code of Conduct for Responsible Fisheries;
  • Ensure that FI policy regarding emergencies is applied in emergency operations and that a coherent/programmatic approach is applied in the response to emergencies in the fishery and aquaculture sector;
  • Provide support in the formulation of rehabilitation and transition strategy plans and identify post rehabilitation development projects;
  • Arrange for and coordinate within the FAO Fisheries and Aquaculture Department and Regional/Subregional Offices, the response to requests from the FAO Emergency Operations and Rehabilitation Division, TCE, in relation to project proposals, identification and recruitment of consultants, drafting of TORs, briefing and debriefing of consultants, procurement of equipment, etc, and provide inputs where needed;
  • Provide assistance to FAO Representatives (FAORs) and Emergency Coordinators in liaising with UN clusters on Agriculture and Food Security, ensuring adequate coverage of fisheries and aquaculture issues where relevant;
  • Coordinate the provision of, and prepare as required, inputs to FAO reporting, monitoring and evaluation assessments;
  • Facilitate and provide appropriate support to communication and information sharing regarding emergencies within the Department, with TCE, FAOR, Regional/Subregional Offices, for the Organization and with partner agencies;
  • Provide support to fisheries emergency and rehabilitation consultants in the field;
  • Develop and maintain a roster of fisheries and aquaculture disaster response consultants;
  • Perform other related duties as required.

Qualifications

  • Advanced University Degree in a field relevant to fisheries.
  • Seven years of relevant experience in fisheries development work which included emergency response/rehabilitation and the development of programmes.
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two.
  • Extent and relevance of experience in developing, planning, implementing and coordinating emergency response and rehabilitation projects, including project cycle management and budgeting.
  • Extent of field working experience with technical cooperation or humanitarian aid agencies/NGOs in developing countries and knowledge of related networks and institutions.
  • Extent of familiarity with UN agencies’ field programmes and procedures for project design and implementation.
  • Demonstrated coordination and intercultural communication skills.
  • Demonstrated ability to write clearly and concisely, edit technical papers for publication and make effective oral presentations in English.
  • Strong initiative and high sense of responsibility and ability to work under pressure.
