Consultant: International Expert on Marine Protected Areas

Albania is currently implementing a project that proposes to assess the current situation in the country related to protected areas, with a special target on enabling the establishment of its first marine protected area. The objective of the project is, building on the recent WB study on the protected area system in Albania, to implement some of its key recommendations relating to country’s participation in the Programme of Work on Protected Areas which included the need for a comprehensive ecological gap assessment for the protected area system, and establishment of a policy environment and knowledge on marine protected areas. Despite the sea presence, there is no Marine Protected Area (MPA) in Albania, only national parks considering mainly terrestrial ecosystems. Establishment of MPAs and no-take zones will be beneficial for fisheries management as it will seek to make fisheries sustainable in the long term. In addition, ecotourism development and local economy would benefit in the short and long run (this will include cost benefit analysis and monitoring). Establishment of MPA and no-take zones will increase scientific understanding, and enhance non-extractive human activities related to tourism and recreation. The project addresses the key gaps of the PA system in Albania in general (by identifying and planning to cover the key biological gaps), and more specifically marine areas (as this has been the weakest element of the PA system so far). The efforts will also elaborate the key priority actions related to the working program on PA that Albanian environment authorities have identified. A group of national experts has already been set-up, including experts of Marine Biodiversity, Protected Areas (non marine), Environmental Law and GIS. The project envisages the involvement of several international experts, too, for joining the national team of experts and contributing in common for the project achievements and products. Qualifications and Requirements:


The expert will have to:
  • Review and analyze the report prepared by the local experts on the situation of marine biodiversity in the areas, which have been identified as potential areas for MPA-s in Albania. Contribute on providing description of biodiversity values and environmental state in the targeted area as MPA, based on the existing data and verifications in the field
  • Based on the experience, propose measures for the specific threats to the targeted area in general and for the key species in particular.
  • Contribute in the preparation of habitat mapping and cartography of the targeted area as MPA.
  • Propose an outline for the proposed MPA, including MPA map, borders, zoning within the MPA, description of allowed and prohibited activities in each zone, as well as the management and conservation principles.
  • Propose the indicators and key parameters for monitoring the environmental situation and propose guidelines for a monitoring system for the MPA in cooperation with other project experts.

Competencies:

  • Willing to work in a team with national experts.
  • English language communication, reporting and writing skills.
Deliverables:
  • Two months after the contract signature, the consultant will deliver the first draft report on the assessment of biodiversity situation in the proposed potential areas for MPA-s and the targeted area.
  • At the end of the assignment the final report will be delivered. This report will be discussed at the Steering Committee.
  • The reports must be submitted in English language.
Duration and Timing:
The duration of the assignment is 25 (twenty five) days over the period of 6 months. The consultant is expected to carry out missions in Albania.

Required Skills and Experience:

  • Advanced University degree or higher level of qualification in biology or environmental sciences.
  • 10 years of experience on research and conservation of the Marine Protected Areas, with a special focus on marine benthos.
  • Experience in Mediterranean and Albania is an advantage.
  • Ability and willingness to travel to the coastal areas of Albania.
