Communications Officer (Marine Parks Project)

UNDP-GEF and Government of Malaysia project on “Conserving Marine Biodiversity through Enhanced Marine Park Management and Inclusive Sustainable Island Development” is looking for a suitably qualified MALAYSIAN to fill the position of Communications Officer. The Government of Malaysia, with the assistance from the United Nations Development Programme and the Global Environment Facility (UNDP/GEF), is implementing a 5-year project to promote the conservation of marine biodiversity in Malaysia. The goal of the project, which started in 2007, is to ensure the effective conservation and sustainable use of marine biodiversity, resources and ecosystems within the marine parks of Malaysia. The project components focus on adaptive marine park management, multi-sectoral policymaking, involvement of local communities and tourism operators into marine park management, awareness rising and the establishment of a framework of advocacy for the conversation of marine biodiversity. The project will be implemented under the directive of the National Steering Committee (NSC) and National Project Director (NPD). A National Project Manager (NPM) will lead a Project Support Unit (PSU) to advice the NPD. (Closing date: 21 February 2009)

Qualifications and Requirements:

Under the supervision of the NPM, and being part of the Project Support Unit (PSU), the Communication Officer will perform the following duties:

1.       Assist the NPM in media and administrative duties to ensure the implementation of planned project activities

2.       Coordinate and monitor individual project components

3.       Function as an administrative reference centre to those involved in the project implementation (i.e. national and international experts, subcontractors)

4.       Maintain regular liaison with the UNDP Country office in administrative and media matters.

5.       Assist the NPD and NPM in preparation of monitoring and review reports required by UNDP/GEF

6.       Function as the secretariat for the NSC and PSU, as well as planned training workshops and seminars.

The Communications Officer will be responsible for all correspondence related to the implementation of the project, such as with Government counterparts, UNDP Country Office, consultants etc. S/he will be responsible for a constant process of public relations focussing on the project and its status.

The Communications Officer will be expected to display a high degree of organizational ability and the ability to undertake multiple tasks at the same time. The ability to meet deadlines and to work under pressure is crucial. 

Experience or training in major PC software packages, particularly word-processing and electronic mail/Internet software is required, and experience in project management software would be an asset. Fluency in English and Bahasa Malaysia is essential.

Required Skills and Experience:


  • Degree in Mass Communication/Journalism, Marine Science or Biodiversity related field;
  • Minimum 3 – 5 years’ experience in media, media relations/public relations or in research/government related public relations/awareness activities ;
  • Analytical writing and research skills;
  • Organisational and interpersonal skills; and
  • High level computer literacy.
