Capacity Building on Green Coastal Development - Coast
The UNDP-GEF project COAST focuses the problem of biodiversity and landscape protection and conservation in Dalmatia within a multi-disciplinary and multi-sectoral context. The project will help Croatia seize the opportunity to improve the conservation of globally significant biodiversity in the Dalmatian coastal region before tourism and related economic development cause irreversible damage to the ecosystems. Therefore, the overall objective of the COAST project is to ensure that the development path of the Croatian coast is environmentally friendly, with the conservation of biological diversity firmly mainstreamed into that development path. The Project will work at several levels: i) national– by promoting reform of the enabling environment; ii) regional (sub-national) - by integrating biodiversity concerns in development planning; iii) local – by developing and implementing, at 4 demonstration sites, best practices for Integrated Coastal Management (ICM) aimed at bio- and landscape diversity conservation and protection; and iv) sectoral – by working directly with the private sector and by making key industrial sectors biodiversity friendly.More information can be found at www.undp.hr/coast . Objectives of the activity:
The main objective of this activity is to demonstrate good
practices in environmental and nature-friendly coastal development with
emphasis on tourism and related urbanization processes.
More specifically, the Consultant will be focused on:
-
Developing locally-tailored concepts and practical ideas/projects to
protect and enhance the uniqueness of Dalmatian natural and cultural
environments/resources,
-
Encouraging local communities, university researchers/students and
field practitioners from different fields to adopt green coastal
development practices and to better integrate their work,
-
Analyzing trends and possible futures of Dalmatia as tourist
landscape/territory at a range of spatial scales.
Duties and Responsibilities:
The activities will/may include but are not limited to the
following:
-
Analyze relevant documents and international practices on greening
coastal development, in particular in Euro-Mediterranean region,
-
Identify linkages with other on-going projects related to reducing
environmental impacts from coastal urbanization,
-
Generate strategies/concepts/ideas/projects dealing with the issue of
sustainable coastal development at various landscape/territorial
scales,
-
Organize, through web links/presentations/exhibitions/lectures,
dissemination of good practices for design and implementation of
coastal programmes/projects that incorporate effective nature
conservation measures at multiple scales,
-
Together with the Project Core Team of Experts (CTEs) identify case
studies of private land developers, local governments, and public
agencies in Dalmatia that have worked together to effectively address
nature conservation,
-
Develop ideas for greening of local government and educating
communities towards sustainable coastal development,
-
Develop programmes with different stakeholders to stimulate progressive
and green architectural and planning solutions,
-
Work on improving nature and environmental conservation inputs (nature,
landscape) in urban planning/architectural competitions in coastal
area,
-
Work on organization of exhibitions to present work of different
activities,
-
Work on organization of a competition for best green coastal
projects/realizations in coastal area of Croatia,
-
Work on organization of a design competition for innovative green
coastal projects (tourism, recreation facilities, ...) and development
concepts,
-
Develop cooperation with universities on green development programmes
and provide support for work on sustainable coastal development
projects,
-
Organize student competitions for nature friendly projects and support
students (graduate/postgraduate theses) working on green coastal
projects,
-
Organize and implement events such as summer schools/workshops/round
tables/competitions/exhibitions/award schemes as tools to enable
knowledge generation, dissemination and application,
-
Explore opportunities for “branding” projects or places in Dalmatia as
nature friendly or whole Dalmatia as a “nature-friendly
vacationscape”,
-
Participate in project meetings and teamwork, relevant to the
objectives of this assignment,
-
Co-operate with other CTEs, in particular with experts in tourism and
biology/ecology, under the co-ordination of the Project Manager
(PM),
-
Draft ToRs for activities/projects,
-
Provide assistance or services, within respective field of
responsibility and competence, on ad-hoc basis if needed and requested
by the PM.
Required Skills and Experience:
The consultant should have:
-
At least a Masters degree (or its equivalent) or higher in the relevant
field such as architecture, environmental design/planning, urban
planning or green land development,
-
Proven analytical and research skills,
-
Experience in educational programmes,
-
At least 5 years work experience in above fields,
-
Work experience in and knowledge of Dalmatia,
-
Multidisciplinary teamwork experience, capacity in providing technical
assistance required for various aspects of project design and
implementation,
-
Good communication skills and experience with media,
-
Good writing, presentation and reporting skills,
-
Fluency in English, both written and spoken.
