The project included the exchange of experience on MPA management issues through the organisation of thematic workshops, the development of methodological tools on MPA management, the funding of field studies and the online publishing of the 1st Mediterranean MPA Directory. More information on the network can be found on www.medpan.org. The MedPAN association was established in November 2008 under French law to institutionalize the activities of the network. The purpose of the MedPAN association is to promote the creation, perpetuation and operation of a Mediterranean ecological network of marine protected areas. It thus contributes to achieving the specific objectives fixed by the Convention on Biological Diversity (Rio de Janeiro, 1992), to establish and maintain comprehensive, effectively managed, and ecologically representative national and regional systems of marine protected areas and those of the Barcelona Convention, and in particular to its protocol relating to Specially Protected Areas and Biological Diversity in the Mediterranean (Barcelona, 1995). The members of association are MPA management entities. Legal entities that do not manage a MPA but are interested in the management or the creation of these and wish to contribute to the establishment and strengthening of a network, may become partners of the association. The association is governed by a General Assembly, a Board of Directors and an Executive Committee, as well as a Scientific Committee and an Advisory Committee. The Mekong River Ecoregion is one of WWF's Global 200 priority ecoregions. Albania is currently implementing a project that proposes to assess the current situation in the country related to protected areas, with a special target on enabling the establishment of its first marine protected area. The objective of the project is, building on the recent WB study on the protected area system in Albania, to implement some of its key recommendations relating to country’s participation in the Programme of Work on Protected Areas which included the need for a comprehensive ecological gap assessment for the protected area system, and establishment of a policy environment and knowledge on marine protected areas. Despite the sea presence, there is no Marine Protected Area (MPA) in Albania, only national parks considering mainly terrestrial ecosystems. Establishment of MPAs and no-take zones will be beneficial for fisheries management as it will seek to make fisheries sustainable in the long term. In addition, ecotourism development and local economy would benefit in the short and long run (this will include cost benefit analysis and monitoring). Establishment of MPA and no-take zones will increase scientific understanding, and enhance non-extractive human activities related to tourism and recreation. The project addresses the key gaps of the PA system in Albania in general (by identifying and planning to cover the key biological gaps), and more specifically marine areas (as this has been the weakest element of the PA system so far). The efforts will also elaborate the key priority actions related to the working program on PA that Albanian environment authorities have identified. A group of national experts has already been set-up, including experts of Marine Biodiversity, Protected Areas (non marine), Environmental Law and GIS. This project builds upon a solid foundation of regional cooperation for Caspian environmental conservation put in place by the five Caspian states and the Caspian Environment Program over a period of more than 10 years with substantial catalytic support from the Global Environment Facility (GEF). Building on these achievements this project’s objective is to strengthen regional environmental governance and apply new thinking to the sustainable management and conservation of the Caspian’s bioresources. The project supports the littoral states' efforts to halt the decline in bioresources and to restore depleted fisheries in the Caspian Sea, through the implementation of agreed actions defined in the Caspian Strategic Action Plan (SAP), and to fully operationalize and make the Caspian Sea’s regional environmental governance mechanism sustainable. In line with the new GEF priorities, the major focus of GEF involvement will be to assist the countries to agree on the political commitments made to ecosystem-based joint action on sustainable fisheries and bioresources and introduce institutions and reforms to catalyze implementation of policies reducing overfishing and benefiting communities. There are two main components of the project: 1) Ecosystem based management of aquatic bioresources; and 2) Strengthened regional environmental governance. International Consultant under the Project Preparation Grant for the UNDP GEF project 4091 Cape Verde NAPA Follow up: With finance provided through the Climate Change Adaptation Least Developed Countries’ Fund window (LDCF), the GEF has approved a project for Cape Verde titled “Building adaptive capacity and resilience to climate change in the water sector in Cape Verde”. The project seeks to increase resilience and enhance adaptive capacity to address the additional risks posed by climate change to the water sector in Cape Verde, which will be achieved through three components, within which the following respective outcomes are expected: Component 1) Stakeholder capacity, policies, planning and mainstreaming for climate change proofing the water sector  Climate change risks will be integrated into key national policies, plans and programmes, and notably into those that govern integrated water resources management (IWRM) Component 2) Pilot and demonstration investments  The demonstration of small and medium scale measures and practices to improve resilience to climate change will be successfully carried out  Cape Verde will count on an improved knowledge base on measures and practices to adapting IWRM to the climate change threat Component 3) Knowledge management, dissemination of lessons learned and best practices  Lessons learned and best practices from pilot activities, capacity development initiatives and policy changes will be duly incorporated in IWRM planning and implementation The project has been budgeted for $3.0 million in LDCF funding and $13.6 million in co-financing to be mobilized. It is a key vehicle for implementing adaptation priorities identified during the recently concluded process that produced the National Adaptation Programme of Action (NAPA). A Project Preparation Grant (PPG) for the project was equally approved by the GEF and foresees the engagement of a team of consultants for producing between February and April 2009 a technically sound and eligible UNDP Project Document (PRODOC) accompanied by a CEO Endorsement document (which makes reference to the PRODOC), both slated for submission to the GEF. More specifically, the PRODOC will cover the following in detail:  Clear description of baseline activities and related sources of financing;  Explicit specification of all adaptation activities to be financed under the LDCF and their adaptation rationale (why and how are they supposed to reduce vulnerability and/or increase adaptive capacity beyond what is already being done including justification in terms of economic benefits, cost effectiveness);  Clear description of the geographic breakdown of the project across the islands and selected municipalities of Cape Verde;  Definition of goal, objective, outcomes, outputs and related indicators;  Logframe and description of a Monitoring and Evaluation (M&E) system including impact indicators. These indicators, which will tend to focus on capacity, institutional strengthening and policy formulation and specifically address adaptation relevant impacts, will be based on the guidance of UNDP’s M&E framework for adaptation projects;  Public Involvement plan during the design, preparation, implementation, and M&E Components.
International Environmental Economist on Intergrated Ecosystem Management in the Prespa Lakes Basin of Albania, Fyr Macedonia and Greece
The regional project was designed to protect globally significant biodiversity in the Prespa Lakes Basin of Albania, FYR-Macedonia, and Greece. Governments of the three countries have agreed to work together to reduce pollution in the lakes, and introduce environmental management practices in the Prespa Basin, by integrating ecological, economic and social goals. The accomplishment in three countries will reflect issues related to environmental protection, and the project will include ecosystem management into appropriate sector policies and practices at the national level. Environmentally friendly approaches to local environmental planning, spatial planning, water use and management, agriculture, forestry and fishery management, protected area management and conservation will first be piloted in Prespa watershed shared by Albania and FYR-Macedonia and Greece. The project provides synergies among all interested partners at national and international level, in the implementation of actions and enhancement of knowledge and skills, and improvement of people’s attitudes and participation. Thus its work, activities and coordination are split into five outcomes which address accordingly: Strengthening legal and regulatory enabling environment (Outcome 1); Modifying productive sector resource management practices (Outcome 2); Conserving priority biological diversity across the Prespa Basin (Outcome 3); ongoing trans-boundary cooperation in the Prespa Basin (Outcome 4); Lessons learnt and project adaptive management tools (Outcome 5) The Prespa Park project contributes in addition to protect the local residents and their livelihoods (and future livelihoods) while protecting the environment around them, minimizing the human cause that result in the destruction, degradation or impairment of natural ecosystems in the Park. Also the project will assist the National Prespa Park to solve existing problems by supporting measures related to strengthening of administrative capacities, conservation capacities, sustainable forest management and public acceptance of and community involvement. The actual assignment contributes to further develop project activities falling under project outcome 2 and 3 with findings and socio economic recommendations that sustain integrated approaches in adjusting productive sector resource management practices and in conserving priority biological diversity across the Prespa Basin. The Dalmatian Coast constitutes a unique patchwork of marine, coastal, island, terrestrial and agricultural ecosystems with great variations regularly occurring over small distances. The bio- and landscape diversity have been in rather good shape compared to some other Mediterranean countries. However, recently this globally significant diversity is generally threatened by unsustainable elements in the main economic activities in the area, which include firstly real estate development and tourism but also agriculture, fisheries and mariculture. The aim of the “COAST” Project is to help Croatia seize a unique and short-lived opportunity to improve bio- and landscape diversity conservation in the Dalmatian coastal region before current unsustainable development trends cause irreversible damage to the ecosystems. The Project focuses on the problem of biodiversity and landscape protection and conservation in Dalmatia within a context of sustainable development. In particular, it aims at promotion of sustainable development through identifying and raising awareness about the main driving forces of unsustainable development trends as well as the possible remedies, demonstrating responsible (i.e. “biodiversity-friendly”) use of natural resources, greening of businesses (in particular tourism, agriculture, fisheries, mariculture and banking/investments sectors) and mainstreaming care for biodiversity into national and local policies, regulation and practices. Although there will be some trade-offs, economic development will continue and globally important ecosystems will be protected. The Project is being implemented at several levels: (i) national – by promoting reform of the enabling environment; (ii) regional - by integrating biodiversity concerns into development planning; (iii) local – by developing and implementing, at 4 demonstration sites, best practices for protection and conservation of bio- and landscape diversity through its sustainable use; (iv) sectoral – by working directly with the private sector and by making key economic sectors biodiversity friendly; and (v) protected area system in coastal/marine areas - by its better integration in the context of overall regional development through application of conflict resolution activities. Consultant Integrated Wetland Management Expert
Integrated management plans are used throughout the world as an important tool for planning, implementing and monitoring the management of wetland protected areas. In the case of each of the demonstration sites (and other WPAs around the country), some work has already been undertaken to draft management plans for the sites, although none are yet operational. At Lake Uromiyeh and its satellite wetlands, support from previous international projects has allowed for the preparation of a detailed environmental baseline studies and draft action plan. In addition two training courses in wetland assessment and management were held for the Lake Uromiyeh wetlands during the recent “Integrated Water Resources Management for the Uromiyeh Basin” project – these resulted in the drafting of a management plan for Dorgeh Sangi wetland through an inter-sectoral process. It will be important to reach both local and national-level agreement early in the present project concerning the final form of the Lake Uromiyeh Management Plan, as well as the draft plan for Lake Parishan. Additional consultations with, and participation by, local communities will play an important role in this process. Once finalized, these plans will in turn help to determine the details of support to be provided in the case of each site. Support is expected to include such measures as: development of zonation schemes; revised regulations concerning access and use by local communities and others, based on zoning; strengthened enforcement of revised regulations; implementation of ecological rehabilitation measures, and; development of visitor management plans. The project envisages activities to restore severely degraded satellite wetlands to the south of Lake Uromiyeh. A report covering some of the priority restoration needs was prepared during the recent “Integrated Water Resources Management” project, and these recommendations will be finalised and implemented. Water Management and Adaptation Specialist

ICA Specialist Level 2 (KEOC/GEF Volta River project)
The Water Resources Expert will work in close association with the TDA Coordinator, as well as the other core team members, in developing an approach to the assignment. They will contribute to the identification of further studies, which need to be performed to address gaps in the preliminary TDA as well as developing a structured approach to gaining the input of other stakeholders in the basin. Water Governance for Poverty Reduction (UNDP Iraq)
The Consultant will lead the operationalization of the strategic priorities and recommendations of the UNDP Water Governance Strategy in the Iraq context. Research Assistant (WorldFish Center)
The Center is currently strengthening its program in Africa focusing on small-scale fisheries, aquaculture, policy studies and socio-economic development. The intern will carry out research and related work on a range of issues, according to the current priorities of the Center and project opportunities.
