Additional concerns are the deterioration of water quality due to mining and drilling activities, the loss of critical habitats and threats to biodiversity. Based on these findings, the littoral countries have agreed on a program of actions (SAP) aimed at achieving the integrated management of the ecosystem, including the creation of the Benguela Current Commission , and a vast array of local, national and regional actions. The proposed project would support the countries in this effort through the establishment of the Interim Benguela Current Commission (PCU), the development of a series of assessments, surveys and plans, training and capacity building (the latter defined by the signatories of the SAP as of the "highest priority"), and the securing of additional financing.
