Lake Chad-Terminal evaluation
- The objectives and indicators of the Project Appraisal Document‟s (PAD) results framework were overly ambitious and lacked baselines and targets. As a result, it is difficult for stakeholders to reach agreement in rating the achievements of the project. For example, this ICR rates the project performance as moderately unsatisfactory (MU), while the independent final evaluation rates the project performance as moderately satisfactory (MS). The MU rating is based on the comparison of the achievement of the project with the overly ambitious objective. The MS rating, on the other hand, is based on the project‟s achievements despite the difficulties encountered, such as the civil strife.
