FileBallast Water News Issue 14: July - September 2003
The 49th session of MEPC, held from 14 to 18 July 2003, marked an important moment of reference for the programme and the decisions taken by IMO member States during the meeting established clear directions for the continuation of GloBallast. After extensive discussions the various delegations involved in the drafting of the new Convention, harmonized their views on most of the provisions and decided in favour of a Diplomatic Conference for the adoption of the Convention, to be held from 9 to 13 February 2004.

The 48th session of the IMO’s Marine Environment Protection Committee was held during the last quarter, and was, as always, a major event with direct implications for the GloBallast Programme. The Committee continued its consideration of the draft International Convention for the Control and Management of Ships' Ballast Water and Sediments.

Despite annual holidays, GloBallast had a busy agenda during the last three months. The combined GEF/UNDP annual project implementation review was carried out and positively received by UNDP-GEF. The overall findings were that GloBallast has achieved a great deal in a relatively short period and most of the success criteria established by the project document have been achieved to a highly satisfactory level.

In January 2002 we held our 3rd Global Task Force meeting in Goa, India. This offered an opportunity to assess the achievements of the six Pilot Countries, to identify shortcomings and to plan future activities. The meeting benefited from the participation of high ranking officials from the Government of India, the Chairman of the IMO Marine Environment Protection Committee and experts from the shipping industry and international environmental NGOs. The meeting prompted extensive media coverage that proved the efficiency of the successful awareness campaign conducted by India.

A critical requirement in any multi-lateral, multi-million dollar technical cooperation programme, is to conduct regular reviews and evaluations, to assess performance and derive lessons. Being funded by the GEF International Waters portfolio, GloBallast is subject to annual Project Implementation Reviews (PIR’s). The first PIR for GloBallast was completed in August. It found that progress towards development objectives is excellent, and that the level of achievement of immediate objectives has been in general highly satisfactory.

Generally speaking most programmes have three distinct stages. First there is an inception phase, which sets the scene and establishes structures, then there is a middle phase, usually the most productive, and lastly a final phase, dedicated to conclusions, lessons learnt and preparations for ongoing and follow-up activities.
FileBallast Water News Issue 5: April - June 2001
It has become increasingly evident that the GloBallast programme has steadily gained essential credibility and momentum in the international arena. A major event this quarter was the 46th meeting of IMO’s Marine Environment Protection Committee (MEPC), held from 23 to 27 April. Substantial progress was made on the new ballast water convention. One of the main gaps remaining is standards for new ballast treatment systems.

Two major meetings occurred during the October – December 2000 quarter, the 45th meeting of MEPC and the second meeting of our Global Project Task Force (GPTF), the highest advisory group to the GloBallast programme. MEPC 45 gave added impetus to GloBallast in pursuing one of our main development objectives, assisting developing countries to prepare for the implementation of the new ballast water convention.
FileBallast Water News Issue 2: July - September 2000
The most significant event for the programme in the last three months was the 1st meeting of the Global Programme Task Force (GPTF) held at IMO in London from 5 to 7 July. The GPTF is the highest advisory body for the programme. It comprises senior representatives of IMO, UNDP/GEF, UNDP, the Country Focal Point (CFP) and Assistant CFP from each of the programme’s six pilot countries plus observers/advisors from the shipping and port industries and international non-government environmental groups.

The initiation of this Global programme heralds a new era in the activities of IMO, representing a concerted effort to provide technical assistance to member countries to implement IMO guidelines and conventions. An extremely important consideration during the development of programme will be to ensure coordination between each demonstration site and consistency with the international regime. As shipping is probably the most international industry, the only effective way to address shipping related issues is through a standardised international system.

After fourteen years of complex and sometimes sensitive negotiations, IMO member States adopted the International Convention for the Control and Management of Ships’ Ballast Water and Sediments on 13 February this year. Considering the enormous scientific and technological challenges, and the highly complex and multi-disciplinary nature of the problem; encompassing biology, chemistry, engineering, law, economics and ecology, not to mention ship design, construction and operation, achieving consensus on the Convention must be seen as a major achievement.

As 2003 drew to a close and the foundations were laid for the adoption of the new International Convention for the Control and Management of Ships’ Ballast Water and Sediments in February 2004, the international community could at last begin to look forward to reduced impacts from aquatic bio-invasions, through improved control and management of ships’ ballast water transfers.
FileBallast Water News Issue 4: January - March 2001
Issue Four of Ballast Water News marks the first anniversary of the GloBallast programme. Much has been achieved and the programme is now in full swing. During the last three months a number of technical activities have been completed or commenced, as highlighted within. The slightly delayed production of this issue also allows us to report on some activities from April. In January Captain Dandu Pughiuc of the GloBallast Programme Coordination Unit (PCU) lectured on ballast water management at the IMO World Maritime University (WMU) in Malmö, Sweden. This provided an important opportunity to raise awareness amongst future maritime administrators from around the world.
