No one collected the garbage and people were throwing their wastes everywhere — in the canals, empty lots and even in the small spaces between the houses. The bad smell from the garbage was causing all sorts of sickness, but people were unaware of this.” Such is the perspective of Ms. Chap Vanna, who leads the community-based waste collection system in Village 1, Sangkat 4, Sihanoukville, Cambodia.

- The 29th Session of the Asia-Pacific Fishery Commission (APFIC) was hosted and co-organized by the Department of Fisheries of Malaysia on 21–23 August. The session addressed key concerns regarding responsible and sustainable fisheries and aquaculture, including: co-management, governance and institutional arrangements, and policy challenges; illegal, unreported and unregulated (IUU) fishing; and food safety, quality and trade.

- The State Oceanic Administration (SOA) and the Provincial and Municipal Governments of Liaoning, Hebei, Shandong, Tianjin and Dalian, in collaboration with PEMSEA, organized the Bohai Sea Forum and the National Consultation on the Implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA), held 15–18 May in Yantai, Shandong Province. The event distilled lessons learned from the implementation of the Bohai Sea Environmental Management Project (BSEMP) and generated valuable inputs as the country begins to draw up its national program for the SDS-SEA.

- The Bataan Integrated Coastal Management Program organized a mangrove-planting activity in celebration of Earth Day 2006. Over 300 local stakeholders participated in the replanting activity conducted on 22 April in two sites - in Barangay Capunitan in Orion Municipality and in Barangay Tortugas in Balanga City.

- The Asia-Europe (ASEM) Oceans Initiative Technical Working Group Meeting discussed and formulated a draft Action Plan to cooperatively address global ocean challenges. The draft Action Plan includes the exploration of the development of programs in support of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) implementation.

- The East Asian Seas (EAS) Congress 2006 promises to be an exciting and comprehensive capacity-building event as more partners express their commitment. Organized by PEMSEA and the State Oceanic Administration (SOA) - PR China together with the Hainan provincial and Haikou city governments, the event will bring together the in depth experience and knowledge of various experts and international organizations on sustainable coastal and ocean management. To date, the EAS Congress has gained the support of 41 partner organizations and 47 Advisors and Committee Members.

- By decision of the Royal Government of Cambodia and signed by Cambodian Prime Minister, H.E. Hun Sen on 4 August, the Monitoring and Assessing Commission for Suppressing Encroachment into Mangrove Areas and Coastal Reclamation was established with hopes of protecting Cambodia’s coastal habitats.

- The Provincial Government of Bataan has taken the initial steps in the development of a Coastal-Use Zoning Plan (CUZP) to strengthen the management of coastal areas in the province. The Inception Workshop on CUZP for Bataan held from 8-9 June brought together 73 participants from local government units, various regional government agencies and other provinces within the Manila Bay area to discuss the advantages of a CUZP, study the steps required for its development, and produce an Action Plan to guide the participants in implementing a CUZP project.

- PEMSEA evaluated the regencies of Buleleng, Jembrana and Tabanan in Bali for their potential as new integrated coastal management (ICM) parallel sites during a site evaluation mission held on 15-17 March. The mission found strong interest and commitment among stakeholders and confirmed the regencies’ local resources and capacity in adopting PEMSEA’s ICM framework and approaches and implementing ICM programs.

- The Fourth Annual Meeting of the Regional Network of Local Governments Implementing Integrated Coastal Management (RNLG), to be held in Bali on 26-28 April, will be addressing an important issue. The member local governments will be considering the adoption of a resolution to establish a self-sustaining network of local governments, which is committed to promoting the replication of ICM among local governments of the region as an effective management framework to achieve sustainable coastal development.

- The People’s Committee of Danang City is seeking a private partner in a joint venture to improve the city’s capabilities in addressing industrial wastewater treatment and hazardous waste management issues. The joint venture includes the development of an industrial wastewater treatment facility to serve the Hoa Khanh Industrial Park, one of three industrial parks in the City, and the establishment of a centralized hazardous waste management system for the community. The partnership arrangement is expected to run for a period of 20-25 years.

- The 10th Programme Steering Committee (PSC) Meeting of the GEF/UNDP/IMO Regional Programme on Building Partnerships in Environmental Management for the Seas of East Asia confirmed PEMSEA as the de facto implementing mechanism for the Sustainable Development Strategy for the Seas of East Asia (SDSSEA). The decision was made during the intergovernmental meeting, which was held on 25-29 October. PEMSEA is comprised of 12 participating countries of the East Asian region.

The website was a direct output of the Training Workshop on Web Development, which was held from 24-27 May 2004, and organized by PEMSEA and the Provincial Government - Environment and Natural Resources Office (PG-ENRO).

- Since its inception in January 1994, PEMSEA has been actively developing means to enable the sustainable use of coastal and marine resources in the region. These efforts have culminated in the endorsement of the Sustainable Development Strategy for the Seas of East Asia and the adoption, by the Programme’s 12 participating countries, of the Putrajaya Declaration of Regional Cooperation for the Sustainable Development of the Seas of East Asia during the East Asian Seas Congress 2003, held in Putrajaya Malaysia last 8-12 December 2003. These achievements were well received by the Secretary- General who likewise expressed his confidence in PEMSEA’s continued endeavors.

- This is how Hon. Hayao Hora, Vice-Minister for Transport and International Affairs of Japan described the adoption of the Putrajaya Declaration of Regional Cooperation for the Sustainable Development of the Seas of East Asia during a ministerial forum held on 12 December 2003. The Declaration’s adoption now paves the way for a strategic regional approach in developing and managing coastal and marine resources in the region.

- The public-private partnership (PPP) approach for environmental investments will soon be demonstrated in Vietnam with the recent Danang People's Committee decision to host an Investor's Roundtable on 9 September. - Wastes can become investment opportunities creating income, employment and livelihood and at the same time improving the environment. PEMSEA organized the Investors Roundtable on Environmental Investment Opportunities in the Manila Bay Area on 6 May 2003 to provide a venue for learning about potential environmental investment projects. The event was co-hosted by the Development Bank of the Philippines (DBP) and co-organized by the Department of Environment and Natural Resources (DENR), the Management Association of the Philippines (MAP), and the Philippine Chamber of Commerce and Industry (PCCI).

In a Memorandum of Agreement (MOA) signed between PEMSEA Regional Programme Director, Dr. Chua Thia-Eng, and Sukabumi Regency Head, Mr. Maman Sulaeman, Sukabumi Regency will implement the ICM framework and processes developed by PEMSEA.

The East Asian Seas Congress 2003 is being organized by PEMSEA, in cooperation with the Ministry of Science, Technology and Environment Malaysia. The Department of Environment Malaysia is the local organizing committee.

- Highlights of the Meeting included the election by consensus of the Officers of the Executive Committee, consisting of the Council, Intergovernmental Session and Technical Session Chairs. Dr. Chua Thia-Eng, Dr. Li Haiqing and Mr. Hiroshi Terashima were elected to the respective positions. However, Dr. Li Haiqing was designated as Acting Council Chair up to end of September or upon the completion of Dr. Chua's term as Interim Executive Director of the PEMSEA Resource Facility (PRF). The Meeting also welcomed the International Ocean Institute (IOI) and Swedish Environmental Secretariat for Asia (SENSA) as new Partners of PEMSEA.

- On 9 November, the GEF/UNDP/IMO Regional Programme on Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) inaugurated and officially opened its new office building, located at DENR Compound, Quezon City, Philippines. The inauguration was led by the Philippine Department of Environment and Natural Resources (DENR) Secretary Jose L. Atienza Jr.; United Nations Development Programme (UNDP) Deputy Representative Kyo Naka; and PEMSEA Regional Programme Director and Interim Executive Director, Dr. Chua Thia-Eng. The occasion was attended by key DENR officials, members of the diplomatic corps, local government officials, partners from national government agencies, private sector and international and nongovernmental organizations, and members of the media.

- The Philippines has a long and rich experience in ICM. Since the first initiatives in the late 1970s, ICM practice has significantly evolved to the integrated and multi-sectoral management system that it is today. The benefits shown on the ground as a result of ICM implementation have spurred further interest for ICM scaling up.

- This was the focus of the presentation by Dr. Luky Adrianto of Bogor Agricultural University, Indonesia, during the ICM Level 1 Training of Trainers (ToT) workshop held in Manila and Batangas, Philippines, last 21-29 October 2008. Dr. Adrianto stressed to his co-participants, coming from different coastal and ocean management-related backgrounds, that one has to have an open mind and the readiness to change the mindset about ICM if the different "brands" of coastal and ocean management are to be harmonized under one management framework.

- The Xiamen Story proudly tells the tale of a medium-size coastal island's successful transformation from a relatively degraded coastal environment due to rapid human development into a beautiful city with a thriving economy and flourishing natural resources. This 25-minute video aims to mirror the triumphs of Xiamen City and its people in implementing Integrated Coastal Management and the key success factors that have paved the way for economic growth, social development and environmental sustainability.
