To canvas opinions from the region, questionnaires were sent to all LTBP National Coordinators, Assistant National Coordinators, and to key personnel involved in the technical programme (special studies and Strategic Action Programme). There was a 67 percent return rate for these questionnaires, with all countries having at least two respondents. In addition, the Project Coordination Unit (PCU), members of the agencies forming the NRI Consortium (implementing subcontractor) and some technical programme leaders contributed their opinions. This chapter concentrates on issues for which there was broad consensus from the region and from the implementing subcontractors. Where there was not consensus, the statement was qualified or both viewpoints were reported.
