In view of the environmental uniqueness of
the coasts and waters of the Region, the
threats they are facing, and the necessity
for actions, the preparation of the Strategic
Action Programme (SAP) for the Red Sea
and Gulf of Aden was initiated in October
1995. The SAP process, coordinated by
the Regional Organization for the Conservation
of the Environment of the Red Sea
and Gulf of Aden (PERSGA), has been
undertaken with support from the countries
of the Region, the Global Environment Facility
(GEF), selected international development
institutions and donor organizations. (p. xi)
