The global environmental objective of the Second Liaoning Medium Cities (LMC-2) Infrastructure Project with the Global Environment Facility (GEF) enhancements is the reduction of land-based pollution into the Bohai Sea through investments in wastewater and solid waste infrastructure and improved utility regulation, planning and management in the LMC-2 cities and throughout Liaoning province. The changes involve: amending the scope of the Technical Assistance (TA) packages under the GEF grant, and adding a new item to the description of category of expenditure to include dissemination of the results of the GEF grant funded activities. These changes are further discussed in section C of this restructuring paper. The reallocation does not change the overall costs of the project.
