In a watershed the human activities on land and what happens to water and subsequently to the organisms that use water are interconnected. Thus, a basin-wide approach is the key to successful water management.

Due to the geographic isolation of the Prespa Lakes from all other water bodies, except for the inflowing rivers, the number of endemic fish species is very high. The maintenance of the endemic species in the Prespa Lakes basin is of central ecological importance because their local extinction would mean global extinction. Despite that, not all of the endemic fishes in the basin are given legal protection.

Over the last two decades the global number of transboundary protected areas (TBPA) has gradually increased from 59 in 1980s, to around 200, covering a total of 4,6 millions hectares on all five continents.

One third of the Prespa Lakes basin is covered with forests that span 465km2 including the total area of Galicica National Park and Pelister National Park. The forests in the Albanian part of the basin are all located in the Prespa National Park. In Greece, 86% of the forests are situated within the Prespa National Forest. About 40% of the 356km2 of forests in the FYR of Macedonian part of the Prespa basin are located in the protected areas.

In addition to that, versatile cultural and traditional elements, valuable ecological sites, good food, picturesque villages and historical layers of Byzantine and Ottoman monuments spread across the basin. No wonder then that the promotion of tourism seems to be essential for the economic development of the area and the preservation of its historical, cultural and ecological identity.

The Minister of Environment has ordered a holt to all fishing activities in Prespa Lakes from 1 May to 1 June 2010 and the result has been succesful. This is the period of reproduction for fish species like carp, gudgeon, etc., the bann aiming to protect and increase fish stocks.

A workshop on the Prespa Strategic Action Programme took place in Bitola, Fyr- Macedonia on 3 September, 2010. The purpose of this workshop was to discuss the first draft of the Strategic Action Programme for Prespa. The Action Programme integrates a recent “Joint Agreement’ signed by the countries of Albania, Greece and the Fyr- Macedonia to manage and protect the Prespa Park area.

The European Commission has proposed that the EU ratify an agreement to protect the sustainable development of the Prespa Park area in south-east Europe. The agreement was negotiated by the European Commission, Greece, Albania and FYROM. The Prespa Lakes and their surroundings are a unique natural area with high ecological significance, which will be best preserved through a holistic approach at the basin level.

Albania, Greece and FYRMacedonia signed a formal agreement for the protection of the unique Prespa Lakes wetland on 2 February 2010– World Wetlands Day, which coincides with the 10th anniversary of the foundation of the Transboundary Prespa Park following the commitment of the Prime Ministers of the three countries to cooperate on the protection of Prespa ecosystem.
