Mr. Waruinge noted that although the project concept was prepared in 2002 and was endorsed by the Nairobi Convention and national Focal Points, there was a delay in its implementation after it was realized that it was necessary to bring onboard the NEPAD African process as
well as the recommendations of the intergovernmental meeting of GPA. Through GPA, the project secured a large co-financing from the Norwegian Government.
