The week of 25-29 June, 2007 marked an important stage in the life of the GCLME, as it was dedicated to the finalization and adoption of the Land and Sea Based Activities (LBA) Protocol for the Abidjan Convention and the regional Strategic Action Programme (SAP), two key documents and indicators of progress for the Project.

The morning of May 07, 2007 seemed like a normal day at the Executive Secretariat of the IGCC until the devastating news of Ms. Catherine Isebor's transition was broken to us. It appeared the whole world had come to a stand still. The news soon spread like wild fire to all 16 countries of the IGCC and messages of condolence began to fill our mail boxes.

From 30th March - 07 April, the Executive Secretary / Regional Director paid a working visit to Nigeria. In Lagos, he visited the IGCC Regional Activity Centre on Environmental Information Management Systems (EIMS) to supervise the interpretation of satellite imageries recently acquired from UNEP. In Owerri, he held discussions with Imo State Authorities concerning additional and improved financial/material support to the Regional Environmental Pollution Management Centre.

Following the dissolution of the Ministry of Environment and Science, the Environment portfolio was added to the Ministry of Local Government and Rural Development and a new Minister was appointed for the now Ministry of Local Government, Rural Development and Environment.

On 11 May 2006, the Commissioning of the RCU Conference Hall as the “Kenneth Sherman Conference Hall” by the Ghanaian Minister for Fisheries, Honourable Mrs. Gladys Asmah, preceded the Opening Ceremony of the Second GCLME Steering Committee Meeting which was a necessary step towards the effective implementation of the project. The Objectives of the Meeting were to provide strategic orientation for the management of the project, assess progress achieved so far in project implementation and discuss and approve the annual work programme and budget.

A happy event took place on 11 May, 2006 at the Regional Coordination Unit of the GCLME Project. At about 9:30 am, just before the Opening of the Second Regional Steering Committee Meeting, the Ghanaian Minister of Fisheries spent a little time to baptize the Conference Hall of the Regional Coordination Unit as the "Kenneth Sherman Conference Hall".

From 10 - 14 April, the GCLME project organized a Regional Workshop of Pollution and Ecosystem Health Working Group in Accra, Ghana, at the conference room of the Regional Coordination Unit. The Workshop with one of its main objectives as "to improve the "Training manual for the Development of National Programme of Action on the Land-Based Activities (NPA/LBA) of the Global Programme of Action (GPA)" and the "Marine Pollution Monitoring Manual" was officially opened by the Ghanaian Minister for Environment and Science, Honourable Christine Churcher.

From 6 - 10 March, the GCLME Project organized a Regional Workshop on Methodology of Nutrient Monitoring/ Reduction Strategies at the Regional Coordination Unit, Accra. The Workshop which had as one of its objectives: "to generate a regional protocol for nutrient monitoring in the GCLME” was officially opened by the Deputy Minister for Environment, Honourable Dr. Gyesika Agmbila while Prof. Chris Gordon, Dean of International Studies, University of Ghana, Accra chaired the Opening Ceremony.

Between 30 January and 4 February 2006, the GCLME project in partnership with International Maritime Organization organized a Regional Workshop on Ballast Water Management and Control in the GCLME Region. The Workshop attracted senior representatives from the Maritime Administrations and other relevant organizations in the 16 GCLME countries. In a bid to achieve its objectives which included the discussion of the issue of invasive species transferred in ship's ballast water, the Workshop was a forum for the representatives to evaluate the situation in each of the GCLME countries and to discuss a possible regional Strategic Action Plan to deal with aquatic invasive species in ships' ballast water in a concerted manner.

January 2006 marks the first anniversary of the Guinea Current Large Marine Ecosystem (GCLME) project implementation. The year, 2006 is a year in the course of which the project will reach an important milestone - the transformation of the project into an interim Guinea Current Commission as envisaged in the approved project document signed by all 16 participating countries and the development partners.

Between 26 November and 3rd December, the Regional Director, GCLME, Prof. Chidi Ibe undertook mission to Vienna, Austria to participate in the "Eleventh Session of the General Conference of UNIDO".

Activities for November began with the mission of the Regional Director, GCLME, Prof. Chidi Ibe to Paris and London from 1 to 8 November. The objectives of the two missions were: to join the Coordinator of GOOS- Africa at IOC-UNESCO and others for a planning meeting on 3 Workshops scheduled in 2006 on GOOS-LME Interactions including the deployment of early warning systems in the GCLME Region; and to meet with IMO in London on the detailed planning of the series of Technical workshops identified in the recently signed UNIDO/IMO LOA.

The month of October kicked off with the organization of a Workshop on Final Meeting of the Regional Transboundary Diagnostic Analysis (TDA) Working Group at the Regional Coordination Unit held from 3 - 7 October, 2005. The Opening Ceremony of the Workshop was graced by the presence of the Minister of Harbour and Railways, Prof. Christopher Ameyaw-Akumfi who made a heart warming speech of support.

The month of September started off with the concluding part of the joint mission of the Teams from the US Army Corps of Engineers, and GCLME Project to Abidjan and Assinie, Côte d’Ivoire and Libreville, Gabon. The mission started from 28 August and ended on 3 September.

Between 9 and 11 August, a delegation from NEPAD, Nigeria visited the Regional Coordination Unit to deliver the official invitation from the Special Assistant to the Nigerian President and Director General of NEPAD Nigeria, Her Excellency, Mrs. Chinyere Asika to the Regional Director to present a paper at the NEPAD "Fish For All Conference" Abuja, 22-25 August. The delegation held further discussions with the RCU Technical Team on collaboration on Alternative Livelihoods for coastal communities in Nigeria that had been proposed by Her Excellency, Mrs. Chinyere Asika, during meetings with the Regional Director in Abuja on 20 July, 2005.

The delay was deliberate – to ensure that the Newsletters did not arrive while our readers were “on the road” and therefore, “a little distracted”. I thought it would be a little while before I come your way again. But I’m being pulled by the current (perhaps the Guinea Current!) of events. The Pre Trawl Survey Workshop 1-3 June was very compelling not only in its results but more so, in its significance. The outcome of the Fish Trawl survey flagged off from 4 July and which will last till 19 July will afford the region a vital step towards science based management of the Fishery of the GCLME region.

Between 31 July and 3 August, the IGCC Executive Secretary and GCLME Regional Director, Prof. Chidi Ibe participated in the 4th Biennial International Waters Conference which took place in Cape Town, South Africa.

Between 6 and 13 October, the IGCC Executive Secretary and GCLME Regional Director, Prof. Ibe was on mission to Calabar and Lagos, Nigeria where he presented a Workshop on Marine Protected Areas. The Workshop was widely attended by the University staff and students and officials/ functionaries of the Cross River State Ministries of Environment and Forestry with whom the project has been collaborating on the establishment of Marine Protected Areas in the State.

Between 18 and 19 March, 2008, Benin organized a National Workshop on Sensitization and Information on the Abidjan Convention and the Guinea Current Large Marin Ecosystem Project (GCLME). The Workshop was attended by representatives from Ministries, Associations of Fishermen, Women Fish Wholesale Dealers and various structures intervening in the coastal area of Benin.

Between 26 April and 2 May, 2008, a team from the GCLME Regional Activity Center for Fisheries Resources in Angola undertook a field mission to Congo, Democratic Republic of Congo (DRC) and Gabon. The mission was a follow-up of the Sub regional Workshop on the management of shared stock of Sardinella Angola, Congo, Democratic Republic of Congo (DRC) and Gabon held in Luanda, Angola from 5 to 7 September 2007.

Other recommendations by the workshop were: · that the responsible institutions in the GCLME countries should endeavour to be bilingual to foster communication and integration with the region · to develop a memorandum of understanding between productivity centre and national laboratories in the GCLME countries · that a strategy, in the form of management plan, be developed for countries to coordinate with the Centre in Accra · that countries be provided with raw data collected during the surveys to enhance the analytical capacity of the national scientists · that either the Centre or someone tasked, or national focal points should carry out in-depth assessment of country needs with respect to productivity assessment, and make recommendations on how to meet these needs · that focal points be identified for each country.

United Nations Industrial Development Organization (UNIDO) Director-General Dr Kandeh Yumkella challenged African countries in March to be ambitious and to make their own decisions on the kind of infrastructure, services and institutions they needed to build, so as to attain first class economies in the next 20 years.

The IGCC/Guinea Current Large This issue: Marine Ecosystem has received approval from its Steering Committee for a final “no-cost extension” of Strategic Action Plan Development (SAP) phase of the project that serves 16 countries in coastal West and Central Africa. Approval for the extension came at the end of the Committee's 8th meeting held in Accra, Ghana, 17 and 18 May.
