OCEANS GOVERNANCE IN CRISIS?
The oceans are a "commons", with no clear boundaries. The great "tragedy of the commons" is as much about a failure of governance—at both national and international levels—as other causes. International conventions such as the Law of the Sea reflect governance concepts more at home in the eighteenth century than in the twenty-first, as industrialisation of the ocean escalates
